Three municipalities, including the city of Paris, filed a lawsuit demanding that the state bear social and medical responsibility for drug users. Paris, Pantin and The City Halls of Aubervilliers and the Seine-Saint-Denis provinces announced on February 9 that they had filed a lawsuit with the Administrative Court demanding social-medical liability from the state for drug users in Villette Gate Square.

The four local governments jointly applied to the court for a "useful" emergency ruling. In the joint press release, local governments argue that the State must provide emergency accommodation "in the name of temporary and protective" emergency accommodation to provide medical and social care to drug addicts in the 18th, 19th and 20th arrondissements of Paris and on the fringes of the seine-Saint-Denis department, or at least to take useful measures to safeguard the health and dignity of the persons concerned, as well as their and the safety of the local population. ”
