Charging infrastructure is an important guarantee for the green travel of electric vehicle users, and an important support for promoting the development of the new energy vehicle industry, promoting the construction of new power systems, and helping to achieve the goal of double carbon.

On January 10, 2022, the National Development and Reform Commission, the National Energy Administration and other departments jointly issued the Implementation Opinions of the National Development and Reform Commission and Other Departments on Further Improving the Service Guarantee Capacity of Electric Vehicle Charging Infrastructure (No. 53 [2022] of the National Development and Reform Energy Regulations), which is of great significance for guiding the development of charging infrastructure during the "14th Five-Year Plan" period.

First, the policy background

During the "13th Five-Year Plan" period, the mainland's charging infrastructure has achieved leapfrog development, and remarkable results have been achieved in charging technology, facility scale, standard system, industrial ecology and other aspects.

By the end of 2021, the scale of charging facilities nationwide will reach 2.617 million units, 1298 substations, and nearly 8 million new energy vehicles, providing strong support for the development of the mainland new energy automobile industry. However, at the same time of rapid development, there are still many outstanding problems that cannot be ignored. For example: the coordination of power transformation construction in some stock communities is difficult, and it is impossible to achieve fixed parking spaces to build piles; the development of public charging facilities is uneven, the cold and heating of urban public charging stations are uneven; the number of charging platforms is large, multi-platform start-stop and multi-channel payment have not been fully covered, charging path planning, station pile navigation functions are not perfect, users are difficult to find piles, slow to find piles, and the convenience of charging still needs to be improved; some charging pile operation and maintenance is not timely, the lack of charging guarantee plans, and the problem of long charging queues on holiday highways is becoming increasingly prominent The supervision system is not yet perfect, and the responsibility for safety management and the management mechanism need to be improved urgently.

To this end, it is necessary to further strengthen the top-level design, clarify the relevant responsibilities, form a work synergy, promote the solution of problems in the construction and operation and maintenance of charging infrastructure, and help the high-quality development of the electric vehicle industry.

(1) Clarified the development goals of charging infrastructure.

The "Implementation Opinions" are based on comprehensively supporting the implementation of the new energy automobile industry development plan, strengthening the planning guidance role, putting forward the requirements for the layout planning and preparation of charging infrastructure at the provincial and municipal levels, clarifying the construction requirements of various types of charging infrastructure such as urban publics, counties and townships, highways, units and parks, and providing target guidance for accelerating the formation of a moderately advanced, balanced layout, intelligent and efficient charging infrastructure system during the "14th Five-Year Plan" period.

For example, in view of the difficulty of building piles in residential communities, the "Implementation Opinions" proposes to further strengthen the coordinated promotion and implementation of responsibilities of departments such as development and reform, energy and housing and urban-rural construction in various localities, and requires residential community management units such as properties and owners' committees to actively cooperate and support to clear obstacles for the construction of piles in residential communities, and to clarify the requirements for the construction and installation of charging piles in existing residential communities and new residential communities, providing a basis for subsequent work.

(3) Put forward measures and requirements for the high-quality development of the industry.

The mainland has put forward the strategic goal of peaking carbon by 2030 and carbon neutrality by 2060.

The transportation and energy industry is a "big household" of carbon emissions in the mainland, and it is of great significance to give full play to the role of charging facilities as a bridge between transportation and energy, strengthen the efficient interaction of the vehicle network, and improve clean energy consumption for serving the goal of double carbon and promoting the integration of new energy vehicles into the new power system. The "Implementation Opinions" proposes to encourage the promotion of intelligent and orderly charging, accelerate the construction of interactive technology innovation, test testing and standardization system of vehicle networks, actively promote pilot demonstrations, and encourage the development of new technologies and new models such as high-power charging, wireless charging, and automatic unmanned charging.

3. Key contents

(1) About the construction and installation of charging facilities in residential communities.

Private cars are an important area for the large-scale development of transportation electrification in the future, and the market penetration rate of the new energy passenger car field reached 20.6% in December 2021, and the charging demand in residential communities is becoming increasingly prominent.

The "Implementation Opinions" proposes to further strengthen the coordination and implementation of departmental coordination and responsibility, and requires the active cooperation of residential community management units such as properties and owners' committees.

Existing residential communities should actively carry out the transformation of charging piles, and new residential communities should strictly implement the requirements for allocation.

The standard for reserving installation conditions is to build power supply facilities such as pipelines and bridges to parking spaces, and to strengthen the supervision and management of planning and approval, completion and acceptance.

(2) About the construction and installation of public charging facilities.

At present, the number of public charging piles in the mainland has reached 810,000, of which the scale of public charging piles in the top ten regions such as Guangdong and Shanghai accounts for more than 70%, while the construction of charging infrastructure in counties and townships is insufficient.

There are 13,800 charging piles on the mainland expressway, mainly concentrated in the Beijing-Tianjin-Hebei-Lu, Yangtze River Delta, Pearl River Delta and other regions, and have not yet achieved full coverage.

The "Implementation Opinions" proposes to scientifically compile the "14th Five-Year Plan" for charging infrastructure and promote the standardized and orderly development of charging facilities.

For urban public charging networks, it is necessary to rationally layout and take into account multiple parties;

For the charging network of counties, towns and towns, it is necessary to speed up the completion of the construction of shortcomings;

For highway charging piles, it is required that fast charging stations be included in the scope of supporting infrastructure in the highway service area;

For the charging piles inside the units and parks, it is required to speed up the construction or reserve the construction and installation conditions, and encourage the opening up to the outside world.

(3) On the research and development and application of new technologies.

The "Implementation Opinions" proposes to continue to increase the research and development of new technologies and continue to improve the standard system.

It is necessary to give full play to the energy storage characteristics of power batteries, explore and promote orderly charging, V2G and other forms, and realize the collaborative interaction between electric vehicles and the power grid.

Promote the power exchange mode in scenarios such as mines, ports, and urban transfer according to local conditions.

(4) About the operation and maintenance of charging facilities and network services.

The "Implementation Opinions" put forward optimization measures in terms of operation and maintenance management of charging equipment and improvement of service experience.

Charging operators are required to strengthen O&M and improve equipment availability and fault handling capabilities. All operating platforms are required to strengthen information sharing and convenient payment, and improve the convenience of charging.

(5) About the construction of supporting power grids。

The "Implementation Opinions" require strengthening the construction of supporting power grids and the supervision of power supply.

Power grid enterprises are required to increase the construction of supporting power grids, and relevant departments should guarantee resources such as land for construction of supporting power grids and corridor space。
