The "Implementation Opinions" involve attracting domestic and foreign commercial aerospace head enterprises to settle down, supporting the research and development of commercial satellites and rocket fist products, carrying out large-scale inter-satellite networking and other research, and breaking through laser communications, Beidou high-precision and other vehicle specifications and aerospace-level chip technology research.

The space information industry is a strategic emerging industry and high-tech service industry engaged in the acquisition, processing and application of space information based on satellite communications, navigation and remote sensing.

Its industrial chain is composed of satellite manufacturing, carrier launch, ground system construction, space information applications and other links.

According to enterprise investigation data, the mainland aerospace industry chain has shown a rapid development trend in recent years, and the number of aerospace-related enterprises registered every year in the past five years has reached the level of 10,000, and there are currently 95,000 aerospace-related enterprises on the mainland.

From the perspective of financing, in the past decade, the mainland commercial space track has raised 341 financings, and the disclosed financing amount has reached 24.31 billion yuan. Among them, the number of financings reached a peak of 62 in 2018. In terms of disclosing the amount of financing, it is the highest in the past two years, with nearly 10 billion yuan in 2020 and more than 6.45 billion yuan in 2021.

12 major missions, from manned lunar exploration and satellite communications to commercial rockets

The "Implementation Opinions" clearly define the development goals of Shanghai's spatial information industry during the "14th Five-Year Plan" period: by 2025, with the construction of a spatial information system of communication and guidance, we will form a digitally empowered spatial information technology innovation system and a new pattern of industrial integration and development, and create a global source of scientific and technological innovation in the field of spatial information, a new highland for digital intelligence manufacturing, a gathering place for advantageous enterprises, and an output place for application services.

Around the objectives, the "Implementation Opinions" put forward 12 main tasks:

(1) Service to support the overall needs of the country: strive for manned, lunar exploration, deep space exploration and other engineering supporting tasks, service satellite network construction, participate in quantum communications, gravitational wave detection and other cutting-edge scientific research.

(2) Forging digital intelligent manufacturing capabilities: breaking through the key technologies of mass design and manufacturing of commercial satellites, developing vertical take-off and landing reusable rockets, creating a high-rise spacecraft research and development platform, and building a low-cost commercial satellite batch research and production line and a rocket pulsating assembly line.

(3) Development of new spacecraft systems and payloads: Research and development of intelligent satellite software and hardware platforms, and carry out payload research such as high-speed inter-satellite data transmission communication payloads and multi-spectral remote sensing payloads.

(4) Accelerate the construction of ground terminals and application systems: develop satellite communication, navigation, timing and other remote fusion terminals, develop low-power intelligent communication terminals for large data transmission, and accelerate the construction of customs stations and photoelectric monitoring systems.

(5) Deepen research on key core technologies: carry out large-scale interstellar networking, large-scale constellation intelligent control and operation and maintenance research, strengthen common technology research such as intelligent perception and multi-data fusion applications, and break through technologies such as intelligent monitoring of commercial satellites and on-orbit fault handling and verification.

(6) Build a scientific and technological innovation platform system: prepare for the construction of a national key laboratory, lay out and prepare for the construction of a collaborative innovation platform for commercial aerospace technology, and accelerate the construction of a multi-functional platform for production, education and research.

(7) Consolidate the foundation of the industrial chain supply chain: strengthen the basic mechanism and process technology research of key subsystems and component stand-alone machines, break through key core technologies such as core components and high-end equipment, especially break through the laser communication, Beidou high-precision and other vehicle-level and aerospace-level chip shortcomings, and strengthen the research and development capabilities of basic products of space power supply, servo mechanism and attitude control engine.

(8) Strengthen the construction of industrial technology basic support conditions: improve product testing and launch support capabilities, develop satellite self-test systems, optimize rocket test launch processes, improve inspection and testing certification service systems, support the construction of relevant laboratories, participate in the formulation of international and domestic standards for space information, and promote the integration with relevant industry standards such as ground mobile communications.

(9) Guide and support the orderly development of commercial aerospace: promote the establishment and operation of commercial aerospace companies, support the development of commercial satellites and rocket fist products, promote the construction of commercial rocket assembly bases, explore one-stop services from satellite development to orbit deployment, and attract domestic and foreign commercial aerospace head enterprises to settle down.

(10) Cultivate and expand the application of digital information: promote the application demonstration in government services, key industries, and mass consumption, and support the "one network unified management" solution.

Among them, the government service field includes resource monitoring, ecological protection, disaster early warning, emergency response, public safety, surveying and mapping, etc.; key industry areas cover transportation, marine, agriculture, meteorology, energy, finance, etc.; the field of mass consumption involves precise positioning, intelligent driving, emergency call, smart health care, logistics and distribution.

(11) Overall planning and optimization of industrial layout: create a "dual-core multi-point" industrial layout and promote the integrated development of the Yangtze River Delta.

"Dual core" refers to the construction of two core agglomeration areas of Minhang Commercial Space Base and Lingang Satellite Industrial Base.

"Multi-point" refers to improving the energy level of national Beidou industry demonstration parks such as Qingpu West Hongqiao and Yangpu Bay Valley, laying out the Beidou "high-precision + short message" industrial innovation base, preparing for the construction of satellite network industrial park, promoting the construction of Songjiang G60 Starlink Park, and guiding the spatial information science team to gather in Zhangjiang Science City.

"Yangtze River Delta" refers to strengthening the synergy and cooperation with the industrial chain supply chain of Jiangsu, Zhejiang and Anhui to promote the integrated development of the spatial information industry in the Yangtze River Delta region.

(12) Expand the depth and breadth of international cooperation: Support cooperation with countries and regions along the "Belt and Road" in carbon sinks, ecological protection, meteorological forecasting, emergency rescue, etc., and encourage colleges and universities to carry out international cooperation in the fields of technology and talents, and participate in international big science plans and projects.

Shanghai will establish a work promotion mechanism, promote the focus of industrial policies, create a good industrial ecology, promote the collection of high-end talents, focus on the overall goal of strengthening the "four major functions" and deepening the construction of the "five centers", promote the comprehensive and high-quality development of space science, technology and application, innovate demonstration application scenarios, optimize the layout of industrial space, promote the digital transformation of Shanghai city, and enhance the city's energy level and core competitiveness.

Second, in 2021, the mainland's commercial aerospace investment and financing will exceed 6.4 billion yuan, and 16 cases will raise more than 100 million yuan

According to the data of enterprise investigation based on product labels and product profiles including "aerospace and satellite" screening, in 2021, the number of registered enterprises related to "aerospace" on the mainland was 17,000, an increase of 4.02% year-on-year.

In the same year, there were no less than 37 equity acquisitions and investment and financing incidents in the mainland commercial aerospace track, with a disclosed financing amount of more than 6.45 billion yuan, involving rocket/satellite launch research and development, aerospace equipment manufacturing, satellite communication services, aircraft research and development and manufacturing and other types.

Facing commercial aerospace, the white paper mentions the study and formulation of guidelines for the development of commercial spaceflight, promote the rapid development of commercial aerospace, expand the scope of government procurement of commercial aerospace products and services, promote the opening and sharing of major scientific research facilities and equipment to commercial aerospace enterprises, support commercial aerospace enterprises to participate in the development of major aerospace projects, establish a negative list system for market access for aerospace activities, ensure that commercial aerospace enterprises enter and exit in an orderly manner, participate in fair competition, and optimize the layout of commercial aerospace in the industrial chain.
