China Commercial Automobile Network News On January 20, 2022, the Equipment Industry Development Center of the Ministry of Industry and Information Technology issued the Notice on Further Strengthening the Management of Light Trucks and Small and Micro Passenger Vehicles (hereinafter referred to as the "Notice").
The Notice requires that in order to implement the "New Blue Brand Regulations" issued on January 13 and strengthen and standardize the management of light trucks and small and micro passenger vehicles, the Ministry of Industry and Information Technology puts forward further requirements to vehicle manufacturers and inspection and testing agencies.
Adjustments to the requirements of the Announcement for vehicle manufacturers to declare:
1. Standardize the filling in the product parameters of light trucks
2. Increase the technical parameters of light truck declaration
3. Increase the technical parameters for the declaration of small and micro passenger cars.
Requirements for the inspection and testing of vehicles declared in the Announcement:
1. Inspection and testing institutions should strictly test the quality of vehicle maintenance.
2. Standardize the detection of vehicle full load items.
3. Strengthen special verification of prototypes. In accordance with the requirements of the Notice, the "Vehicle Basic Structure and Technical Parameters Checklist" was revised to add relevant sample vehicle inspection content.
4. When carrying out the above content testing, the inspection and testing institution shall take the video and photo of the inspection process, and the video and photo of the inspection process shall be retained for not less than 6 years.

Notice on further strengthening the management of the Announcement on light trucks and small and micro passenger cars
Vehicle manufacturers and inspection and testing institutions:
In order to implement the requirements of the Notice on Further Strengthening the Production and Registration Management of Light Trucks and Small and Micro Passenger Vehicles (hereinafter referred to as the "Notice"), strengthen and standardize the management of light trucks and small and micro passenger cars, the relevant matters related to the management of the Announcement are hereby notified as follows:
1. Adjustment of the declaration requirements of the Announcement
(1) Standardize the filling in of product parameters for light trucks. The quality of vehicle maintenance declared by an enterprise for the Announcement should be measured under the conditions of equipping and filling specified in the Road Vehicle Quality Vocabulary and Code (GB/T 3730.2-1996). When declaring the product access of the "Announcement", the accessories corresponding to the maintenance quality should be clearly defined in the "Other" column, such as whether it includes spare tires, fire extinguishers, vehicle-accompanying tools, etc., and when uploading the "Motor Vehicle Factory Certificate", it should be noted in the "Remarks" column of the certificate of conformity.
(2) Increase the technical parameters for the declaration of light trucks.
1. Add a brief drawing of the cargo compartment design. The brief diagram should include: the internal dimensions of the cargo compartment/railing plate, the material of the cargo compartment/railing (such as aluminum alloy, Q235A steel, etc.), the thickness of the cargo compartment/railing material (at least including the bottom plate, side plate), the weight of the cargo compartment/railing plate and the calculation process. The weight, material and thickness of the cargo compartment/railing plate should be explained in the "Other" column of the "Announcement".
The "internal width of the cargo compartment" in the "Notice" refers to the vertical distance between the two sides of the vehicle and the handover line between the cargo compartment/railing (inner side) and the cargo compartment floor, which should be filled in the "Notice" column of "Size (Width) in the Cargo Compartment Railing".
2. Add a brief drawing of suspension/axle design. The sketch should include: suspension type, number / thickness of leaf spring plates, material and load carrying capacity, axle bearing capacity, axle model identification and location, etc.
3. The wrecker product with the function of dragging should describe the maximum lifting mass and the maximum lifting quality in the "Other" column of the "Announcement"; the flatbed wrecker should fill in the rated load mass (the sum of the maximum loading quality and the maximum lifting mass of the flatbed mechanism) in the "Announcement"), and describe the maximum lifting quality in the "Other" column.
4. The rear cargo compartment of the rear cargo compartment of the warehouse grille light truck with a total mass of more than 3500kg should provide a photo of the interior of the rear cargo compartment if it adopts a multi-layer silo grille structure.
(3) Increase the technical parameters for the declaration of small and micro passenger cars.
1. Small and micro passenger car products should declare a brief diagram of all seat arrangement status and seat fixing methods; when there is a collapsible/reversible seat, the specific folding/flipping situation should be explained in the "Other" column, and a photo of the state after the seat folding/flipping should be provided in the optional photo.
2. Increase the longitudinal length (mm) of the luggage area in the car and the maximum ground height (mm) of the outer cover of the roof, and explain it in the "Other" column of the "Announcement". Among them, "maximum ground height of roof cover" refers to the maximum ground height of roof structural parts covered on the surface of the body skeleton. Excludes hardware and trim protruding from the vehicle's roof cover, such as roof racks, running lights, shark fin antennas, spoilers, etc. Products with a vehicle outer dimension height of less than 1850mm can be left unfilled.
2. Vehicle inspection and testing requirements of the Announcement
(1) Inspection and testing institutions shall strictly test the quality of vehicle maintenance. When carrying out GB 1589-2016 "Outer Dimensions, Axle Loads and Mass Limits for Automobiles, Trailers and Automobile Trains", the content of the maintenance quality inspection is added. The inspection report indicates the vehicle configuration status during the vehicle maintenance quality measurement, including the filling of fuel tanks, coolants, etc., spare tires, standard tool boxes, and standard spare parts. The wrecker should also measure the front axle load of the vehicle when it is not loaded and calculate the maximum lifting mass of the vehicle.
(2) Standardize the detection of vehicle full load items. When carrying out full load test items such as braking, steering, rollover, ABS, speed limit, etc., the load installation method and method should be explained in the test report, and a photo of the full load test should be attached. Where large weights and other simulated loads are used for full load detection, the strength of the carriage (body) and the load space of the vehicle should be evaluated in the inspection report whether they match the declared carrying capacity of the vehicle.
(3) Strengthen special inspection of prototype vehicles. In accordance with the requirements of the Notice, the "Vehicle Basic Structure and Technical Parameters Checklist" was revised to add relevant sample vehicle inspection content (see Annex I).
When the inspection agency measures the "internal width of the cargo compartment" of the light truck (referring to the vertical distance between the cargo compartment/railing plate (inner side) on both sides of the vehicle and the handover line of the cargo compartment floor), it should select the three positions of the front, middle and last end of the cargo compartment for measurement (the measurement position should avoid local protrusions such as stiffeners and wheel covers), take the arithmetic average of the three measured values (reserved integers), and fill in the column of "Size (width) in the cargo compartment plate".
(4) When carrying out the above content testing, the inspection and testing institution shall take a video and photo of the inspection process, and the video and photo of the inspection process shall be retained for not less than 6 years. The recommended format for vehicle quality parameter inspection records is shown in Annex II.
3. Implementation requirements
1. From the date of the release of the Notice, the relevant products of the newly declared Announcement shall meet the requirements of the Notice, and the products that do not meet the requirements will not be announced (from the 353rd Batch of Announcements). For the relevant products that have been included in the Announcement, enterprises can make rectification declarations through the rectification system (excluding engine displacement rectification models), and products that have not completed rectification cannot declare changes and expansions. The 353rd batch of "Announcements" is expected to be announced around February 10, and relevant enterprises are invited to arrange rectification and declaration work.
2. From March 1, 2022, in addition to the engine displacement requirements of light trucks, the production enterprises shall immediately stop production and stop uploading the certificate of conformity for products in production that do not meet the requirements of the "Safety Technical Specifications for Light Trucks and Small and Micro Passenger Vehicles".
3. After the expiration of the transition period for the engine displacement requirements of light trucks (from September 1, 2022), the enterprise should stop the production and stop uploading the certificate of conformity for products that do not meet the requirements.
4. For inventory products that have been produced before March 1, 2022 and have uploaded a certificate of conformity, but do not meet the notification requirements (no "large tons and small standards" and other violations), the production enterprise may submit an application for inventory extension to the Ministry of Industry and Information Technology in accordance with the requirements of the Notice, and after approval, it can postpone the sale and registration before September 1, 2022.
4. Other explanations
1. The dump truck in the "Notice" refers to the railing type transportation light truck product with the function of self-discharge. If the vehicle loading part is a railing + fence, flat plate + fence, railing + roof structure, it is regarded as a railing structure.
2. The maximum total mass of the wrecker refers to the sum of the vehicle's overall quality, the rated occupant quality, the maximum lifting quality and/or the maximum loading mass of the flatbed mechanism. If the product has both lifting and dragging functions, the maximum lifting quality and the maximum lifting quality should be declared at the same time. The maximum lifting mass of the wrecker should be less than or equal to the maximum total mass of the vehicle, and in the state of support, the steering shaft load should be greater than or equal to 15% of the total mass.
3. For small and micro passenger cars, if they are equipped with luxury seats, they should explain the configuration and location of the luxury seats in the supporting materials and attach photos when declaring in the "Announcement".
4. The internal width of the cargo compartment of the flatbed transport vehicle is calculated according to the width of the flat plate of the cargo part, that is, the maximum width of the flat plate is not more than 2100mm. The unloadable car shall declare the cargo compartment parameters and photos of the carriage.
5. When declaring the "Announcement", enterprises should standardize the use of "sports passenger car" product names, and provide corresponding technical parameters and certification materials. If necessary, this can be noted in the "Other" box.
6. The production enterprise shall, in accordance with the requirements of the "Notice", sort out the second-class chassis products by themselves, and take the initiative to rectify the second-class chassis products that have the situation of "large tons and small standards"; the newly declared light truck products should choose the method of "using the chassis part of the data to simplify the declaration" or "full declaration"; when the enterprise declares rectification, it should change the declaration method and fill in the parameters.
