Carry out trade-in of cars and electric bicycles
Encourage local governments to use central and provincial financial funds to promote the scrapping and renewal of automobiles, and provide subsidies to new energy passenger vehicles that scrap designated emission standards under the name of individuals and purchase fuel passenger cars with a displacement of 2.0 liters and below in Zhejiang Province or are included in the Ministry of Industry and Information Technology's "Catalogue of New Energy Vehicle Models Exempt from Vehicle Purchase Tax".
Encourage local governments to formulate support policies according to local conditions, and give consumers a 10% subsidy for scrapping and replacing non-standard electric bicycles under their personal names with new new national standard electric bicycles, with a maximum of 250 yuan. Provincial finance will reward and subsidize cities and counties in combination with factors such as the distribution of subsidies and financial resources.
Under the premise of compliance with laws and regulations and controllable risks, banking institutions are encouraged to appropriately reduce the down payment ratio of auto loans and optimize the insurance rates of new energy vehicles. Guide banks and insurance companies to launch a combination of preferential products to help the "trade-in" consumption of automobiles.
We will continue to deepen the electrification and substitution of urban buses, promote the replacement of old new energy buses and power batteries, and encourage qualified localities to coordinate the central urban transport development incentive funds to support them.
Combined with the existing recycling and dismantling capacity of scrapped motor vehicles in the region, we will coordinate the qualification certification of scrapped motor vehicle recycling and dismantling enterprises, and rationally lay out scrapped motor vehicle recycling outlets to achieve full coverage of the county.
Encourage enterprises to use digital platforms to carry out convenient services such as online recycling, free trailers, and cancellation of registration, advocate "differentiated car collection, one price per vehicle", promote refined dismantling, and improve the level of comprehensive utilization of resources.
Support the commercialization and circulation of used cars. Continue to implement the "reverse invoicing" of second-hand car dealers.
Support eligible enterprises to apply for second-hand car export business, guide enterprises to improve their international operation capabilities, optimize the regulatory process, and improve the level of trade facilitation. Promote Ningbo, Taizhou and other places to expand the scale of second-hand car exports.
Support Shaoxing and other places to actively undertake the national automobile circulation and consumption reform pilot, and build a unified, efficient, green and circular automobile circulation and consumption market.
Guide new energy vehicle manufacturers to continuously improve the after-sales service network, strengthen the management training of after-sales maintenance and other personnel, and provide standardized and convenient maintenance and repair services.
Promote the trade-in of home appliances
Encourage local governments to issue consumption subsidies, and subsidize individual consumers who purchase household appliances that have reached first-class energy efficiency and have a unified national standard 13-digit commodity code in household appliance sales enterprises participating in the implementation of the policy, and can enjoy an instant reduction subsidy of about 10% of the transaction price, and the maximum single subsidy is not more than 1,000 yuan.
Provincial finance will reward and subsidize cities and counties in combination with factors such as subsidy distribution, financial resources, and social zero pull. Encourage qualified localities to provide policy support to enterprises that have achieved remarkable results in local activities such as home appliance promotion and trade-in.
Support the construction of projects related to the recycling system of renewable resources such as waste household appliances and the purchase of equipment, and actively strive for special funds for the disposal of waste electrical and electronic products by the central government. Implement preferential tax policies to promote the comprehensive utilization of resources and the development of circular economy.
Relying on the construction of a convenient living circle in a quarter of an hour, the recycling outlets of renewable resources such as waste household appliances will be included in the "small repairs and small repairs" convenience map, so as to facilitate residents to inquire about recycling channels.
Encourage local governments to coordinate central and provincial funds to accelerate the cultivation of a number of waste household appliances and other renewable resources recycling and dismantling leading enterprises, and develop new recycling models such as "Internet + door-to-door recycling" and "car instead of library".

Expand the consumption of green and smart home appliances. Relying on the advantages of characteristic industries in Zhejiang Province, enterprises are encouraged to develop a number of safe, intelligent and green household appliances.
Encourage all localities to rely on consumer carriers such as smart business districts, pedestrian streets, and commercial complexes, and cooperate with well-known home appliance companies to open green smart home appliance experience stores, and hold product promotion activities such as smart home appliances and integrated home appliances.
Encourage platform enterprises to comprehensively use mobile Internet media such as mobile phone apps and small programs, give full play to the advantages of distribution channels, and provide "one-stop" services for collecting old household appliances, sending new ones, and disassembling and assembling them.
Actively promote the advance compensation for consumer disputes, and guide merchants to carry out returns and exchanges without reason.
Promote the replacement of home decoration and kitchen and bathroom consumption
Increase support for the benefit of the people. Encourage qualified cities to subsidize residents to purchase smart home products such as smart security, smart lighting, smart toilets, smart sleep, and smart health care.
Encourage financial institutions to support smart home, home improvement and other consumption, reasonably determine the loan interest rate and repayment period, and optimize the approval process.
Through government guidance and enterprise concessions, we will give full play to the market mechanism and support residents to carry out the renovation of old houses. Actively guide the renovation of kitchens and bathrooms of residents in old urban communities, encourage the promotion of prefabricated decoration, and support decoration enterprises to provide menu-based packages for "kitchen and bathroom replacement", so as to effectively improve the quality of living.
The provincial finance will give appropriate rewards and subsidies to cities and counties from 2025 onwards in combination with the promotion of the pilot project of "kitchen and bathroom replacement" by using prefabricated decoration in various localities, the completion of building industrialization, and the financial situation.

Support enterprises to provide furniture, kitchen and bathroom and other consumer goods door-to-door "new" and return "old" services, innovate and promote "Internet + recycling" and other models, optimize online and offline second-hand home trading services, and meet the diverse needs of the masses.

Adhere to the three-level linkage of provinces, cities and counties, actively make good use of central and provincial financial funds to support the scrapping and renewal of automobiles, increase the overall planning and optimization of financial funds at all levels such as funds for the construction of the central modern commercial circulation system and county-level commercial system, and special financial funds for provincial commerce and open development, and support the trade-in action of consumer goods.
