It indicates that the industry's closely watched 4.2-meter light truck and light passenger blue card new regulations have officially landed. The "blue card new regulations" landed, comprehensively rectified large tons and small standards, and ushered in a major reshuffle in the light truck market.
Some media believe that after the landing of the new regulations on light trucks, it will have a negative impact on the pickup truck industry. This is not the case. We believe that after the implementation of the new regulations on light trucks, it will not only not have a negative impact on the pickup truck industry, but will even be conducive to the development of the pickup truck industry.

The latest news, about the blue brand light truck (for light trucks with a total mass of more than 3500kg, excluding passenger van transport vehicles) technical requirements must be met in the future: engine displacement is not more than 2.5L (except refrigerated trucks), the width of the cargo compartment size shall not be greater than 2100m, the tire load shall not be greater than 1.4 times the total mass, and the nominal section width of the tire shall not exceed 7.00in (inch) or no more than 195mm (metric).
Products in production that do not meet the requirements of the "Technical Specifications" of this Notice, from March 1, 2022, the production enterprises should immediately stop production, and the relevant institutions should immediately stop receiving the relevant product certificate information; among them, for the light trucks in production that have been included in the "Announcement" with an displacement of more than 2.5 liters but meet the other requirements of this Notice, a transition period of 6 months will be given for production and sales, and after the expiration of the transition period, the production enterprises shall immediately stop production, and the relevant institutions shall immediately stop receiving the relevant product certificate information.
For inventory products that have been produced before March 1, 2022 and have uploaded a certificate of conformity, but do not meet the requirements of the "Technical Specifications" of this Notice, the production enterprise may submit an application for inventory extension to the Ministry of Industry and Information Technology, and attach the inventory list and the written materials of the production enterprise on the non-compliance of the "large ton small standard" and voluntarily bear the relevant legal responsibilities of the product, and after performing the relevant procedures such as verification and publicity, the sales and registration period of 6 months may be given. According to the specific situation of the progress of the special rectification action for road transport safety, the Ministry of Industry and Information Technology and the Ministry of Public Security will revise and improve the "Technical Specifications" in due course.
However, what we have to consider is that the "big ton and small standard" of blue-card light trucks formed over many years of history cannot be completely solved by relying on a document issued by several departments of the state, and it is also necessary to have a series of detailed policies to implement and supervise the implementation. For example, the current non-compliant stock of blue light trucks in the market mentioned above may account for 85% of the total blue light truck market, and the cumulative number may be millions, how to deal with such a large number of non-compliant stock vehicles? Is it allowed to be scrapped naturally, or is it sorted and phased? Is the annual inspection of the vehicle to allow these non-compliant blue card light trucks to pass or not?
