New energy commercial vehicles account for less than 4% of the difficulties in the development of new energy to be overcome

From the perspective of commercial vehicles as a whole, data from the China Association of Automobile Manufacturers shows that the cumulative sales volume of the commercial vehicle market in the first 11 months of 2021 was 4.429 million units, down 5.3% year-on-year, while the cumulative sales of new energy commercial vehicles in the first 11 months of 2021 were 154,000 units, an increase of 56.5% year-on-year. From the perspective of the penetration rate of new energy models, the new energy penetration rate of commercial vehicles in China from January to November 2021 was 3.47%, which was a significant increase compared with the data of about 2% in the same period of the previous year; but compared with the penetration rate of new energy vehicles in the passenger car market of nearly 13%, there is still a lot of room for improvement in the new energy vehicles.

In fact, compared with passenger cars, there are views in the industry that the carbon emission pressure of the commercial vehicle industry is greater, and the development of new energy is more urgent. According to the data in the "China Mobile Source Environmental Management Annual Report (2021)", the national truck carbon monoxide, hydrocarbons, nitrogen oxides and particulate matter emissions were 2.073 million tons, 460,000 tons, 5.178 million tons and 58,000 tons, accounting for 29.8%, 26.6%, 84.3% and 90.9% of the total vehicle emissions. According to data from the Ministry of Public Security, commercial vehicle ownership accounts for about 11% of the overall car ownership, but its carbon dioxide and other road traffic carbon emissions account for more than 50%. Under the background of the double carbon strategy, the development of new energy for commercial vehicles has become an inevitable trend, and relevant national policies have gradually favored the development of new energy commercial vehicles. Zhang Xiyong also admitted that the new energy of commercial vehicles is imperative, but he believes that there is a lack of systematic and sustained new energy promotion and guidance policies, and at the same time, the current beijing new energy logistics vehicles are limited in the right of way, and the purchase cost is high, which also hinders the large-scale promotion of new energy commercial vehicles.

New energy commercial vehicles have entered the fast lane of development, and operating subsidies and right-of-way support may be key

Although there are many difficulties in the development of new energy commercial vehicles, it is undeniable that it has become the consensus of the industry that commercial vehicles have accelerated the development of new energy. The "New Energy Vehicle Industry Development Plan (2021-2035)" mentioned that by 2035, pure electric vehicles will become the mainstream of new sales vehicles, and public domain vehicles will be fully electrified; in August last year, the Ministry of Commerce said at a press conference that it will continue to guide the electrification of vehicles in key areas, and various localities will increase the promotion and use of new energy vehicles in public areas such as public transportation, taxi, logistics and distribution through various measures.

In Zhang Xiyong's view, with the increasing maturity of the "three electricity" technology and the sharp decline in cost, the large-scale inflection point of new energy vehicles has arrived, and the market is moving towards a technology-driven high-speed growth period, and sales will show exponential growth. Zhong Weiping analyzed that in fact, like new energy passenger cars, the development of new energy commercial vehicles in 2021 has also entered the fast lane, and the overall growth rate is also about 50%, although it is not as high as the growth rate of new energy passenger cars.

As for how to promote new energy commercial vehicles on a large scale, Zhang Xiyong suggested strengthening the top-level design, planning and introducing a systematic implementation plan for the comprehensive new energy of commercial vehicles as soon as possible, clarifying the goals, stages and tasks, setting up a timetable and road map, and improving the relevant supporting policy standards and institutional systems. In addition, he also suggested giving new energy commercial vehicle operation subsidies to reduce vehicle purchase costs, and suggested continuing the incentive policy of "oil to electricity" for light freight vehicles to accelerate the new energy of urban logistics vehicles; at the same time, the new energy of medium and heavy commercial vehicles should be replaced, and the large-scale promotion of pure electric, hydrogen fuel and other products should be encouraged. At the same time, he also mentioned that it is necessary to accelerate the construction of charging infrastructure for new energy commercial vehicles.

Zhong Weiping also has a similar view, he believes that the new energy commercial vehicle purchase subsidy can be no, but in the operation subsidy must be landed, can enhance the overall competitiveness of new energy commercial vehicles through the operation subsidy.
