On April 1, 2021, Beijing Municipality formulated and issued the "Outline of the 14th Five-Year Plan for National Economic and Social Development of Beijing municipality and the long-term goals for the year 2035", which mentions that it actively promotes the "public to rail" of transportation and the "oil-to-electricity" of vehicles, and promotes the basic replacement of pure electric or hydrogen fuel cell vehicles by public transportation (commuting), sanitation, taxi, slag, and postal and express delivery vehicles in the city.

Zhang Xiyong believes that the new energy of commercial vehicles is imperative, and at present, there is a lack of systematic and sustained new energy promotion and guidance policies in the process of comprehensive new energy transformation of commercial vehicles in Beijing, and at the same time, the current beijing new energy logistics vehicles have limited access rights and high purchase costs, which have hindered the large-scale promotion of new energy commercial vehicles.

Zhang Xiyong suggested that we should strengthen the top-level design, plan and introduce a systematic implementation plan for the comprehensive new energy of commercial vehicles as soon as possible, clarify the goals, stages and tasks, set up a timetable and road map, and improve the relevant supporting policy standards and institutional systems.

He also suggested continuing the incentive policy of "oil to electricity" for light freight vehicles, relaxing the restrictions on the right of way, and accelerating the new energy of urban logistics vehicles; at the same time, the replacement subsidies for the new energy of medium and heavy commercial vehicles should be given to encourage the large-scale promotion of pure electric, hydrogen fuel and other products. In addition, he also mentioned that it is necessary to accelerate the construction of new energy commercial vehicle charging infrastructure, and give play to the advantages of key enterprises to strengthen the demonstration and leading role of urban construction, logistics and other industries.

In addition, for the development of the new energy vehicle market, Zhang Xiyong said that with the increasing maturity of the "three electricity" technology and the sharp decline in cost, the scale inflection point of new energy vehicles has arrived, and the market is moving towards a technology-driven high-speed growth period, and sales will show exponential growth.

Zhang Xiyong revealed that BAIC Group will provide comprehensive services for the latest pure electric and hydrogen fuel cell products to ensure the Beijing Winter Olympics and Winter Paralympic Games, and take this as an opportunity to continue to exert new energy. During the "14th Five-Year Plan" period, BAIC Group will focus on pure electricity and intelligent empowerment around the passenger car business, focusing on building two brands of Jihu and BEIJING from the dimensions of technology, products and markets, and is expected to exceed 100,000 vehicles this year, and successively launch the next generation of products; commercial vehicles, focusing on pure electric and hydrogen energy, will comprehensively increase new energy investment, is expected to achieve 20,000 new energy commercial vehicle sales this year, "14th Five-Year Plan" will strive to sell more than 100,000 vehicles.
