Recently, at the 2022 CHINA ACADEMY ICT In-depth Observation Report held by the Chinese Academy of Information and Communications Technology, Han Xia, chief engineer of the Ministry of Industry and Information Technology, delivered a speech and summarized the achievements of China's information and communications in the past year.
First, network construction goes hand in hand with quantity and quality. As of November this year, China has built more than 1.39 million 5G base stations and built more than 2,300 virtual private networks and hybrid private networks. In order to accelerate the formation of a 5G network system that meets the needs of the industry, the construction of Gigabit optical networks has been accelerated, with the ability to cover more than 2.4 billion households, and the number of broadband access users at gigabit and above has reached 25.25 million, more than three times that of 2020. The IPv6 network and terminals are fully ready, the application transformation is gradually advancing, the industrial Internet identity resolution system is running stably, 166 secondary nodes have been built, serving 480,000 enterprises, and the registration volume of logos has exceeded 70 billion.
Second, the role of integration and empowerment is highlighted. 5G applications have set sail and have covered many areas of the industry. The potential of 5G to empower the digital transformation of the economy and society continues to be released. This year,100 projects participated in the Bloom Cup reached more than 120,000, more than the sum of the previous three editions, and nearly 50% of 5G applications achieved commercial landing. The innovative application of the industrial Internet has been deepened and expanded, and has been widely used in more than 40 key industries of the national economy such as steel, machinery, transportation, and energy to improve quality and efficiency, and the role of cost reduction is prominent, of which 5G+ industrial Internet projects under construction have exceeded 1800.
Third, the market order is standardized and orderly. The number portability service capacity has been continuously improved, and the total number portability users nationwide have exceeded 43 million, and the success rate of one-hour number portability has remained above 99%. This year, a total of 1.92 million APP apps have been tested, 408 APP that refuse to be rectified have been removed, corporate violations have been effectively managed, problems such as pop-up information cannot be turned off and jumps are basically cleared, and the work of rectifying malicious blocked network URL links has achieved phased growth and progress.
The fourth is to serve the people's livelihood, accurately reduce fees, and deepen implementation. As of November 2021, the average tariff of broadband and private line of small and medium-sized enterprises decreased by 32.1% and 17.7% respectively compared with the end of the year, exceeding the fee reduction task ahead of schedule. The prevention and control of telecommunications network fraud has achieved remarkable results, innovative applications of 12381 and other technical means have been shut down and involved in fraud, and more than 80 million early warnings with card numbers have dissuaded 1.1 million potential victims from being deceived. The transformation of Internet applications to adapt to aging has achieved phased results, and the transformation of the first batch of 207 related websites and APP has been completed.
A few days ago, China proposed to carry out infrastructure investment in a moderately advanced manner, accelerate digital transformation, and promote the upgrading of traditional industries, which pointed out the direction for doing a good job in the information and communication industry. Han Xia pointed out that in the future, the information and communication industry should seize the strategic opportunities of the digital economy and promote its own high-quality development, which has the following five aspects.
First, we must focus on promoting the landing of top-level design. In 2021, the Ministry of Industry and Information Technology issued the 14th Five-Year Plan for the Development of the Information and Communication Industry and a series of policy documents. In 2022, it is necessary to clarify the division of tasks, strengthen convergence and coordination, take major projects, key projects, pilots, demonstrations, etc. as the starting point, do a good job in implementation, give full play to the strategic leading role of the policy system, guide the use of industry and academia, and coordinate and concentrate to promote the high-quality development of the industry.
The second is to systematically lay out the construction of new infrastructure. Steadily and orderly promote the construction of 5G and Gigabit optical networks, and deepen co-construction and sharing. It is estimated that by the end of 2022, the number of 5G base stations will exceed 2 million, and the number of terminal connections of 5G will reach 600 million, optimize the construction layout of new data centers nationwide, realize the optimal matching of computing resources and network resources, carry out intelligent transformation of network facilities, intelligent transformation and green upgrading, accelerate information and communication, empower energy conservation and emission reduction in various economic and social fields, and help achieve carbon peaking and carbon neutrality.
The third is to vigorously deepen the integration and innovative application. Adhere to demand-oriented and problem-oriented, encourage all kinds of information and communication enterprises to actively play the role of innovation as the main body, and break through bottlenecks such as key core technology standard modules for different application scenarios in different industries. Accelerate the large-scale application of 5G industrial Internet and Internet of Vehicles, organize and guide all links and entities in the information and communication industry chain to strengthen innovation and collaboration, unite innovation synergy, and play a good team game.
The fourth is to continue to create a healthy ecology in the industry. Improve the supervision of the whole chain before, during and after the event, create a good business environment, and stimulate the vitality of various market players. Adhere to the people-centered development thinking, increase the intensity of personal information protection, continue to promote the special rectification of APP and the prevention and governance of telecommunications network fraud, accelerate the process of aging transformation and information accessibility, and effectively enhance the people's sense of gain, happiness and security.
Fifth, it is necessary to comprehensively improve the level of network security guarantees. The overall development of supervision and security requires the establishment and improvement of a multi-level network security guarantee system covering basic network security, new integrated network security, and data security, and the implementation of a classified and hierarchical management system for enterprise network security. Clarify the integration of the main responsibilities of enterprise network security, promote the public relations and innovative application of network security technology, increase the supply of network security products, cultivate and expand the network security industry, and improve the support of network security technology.
