First, the application of 5G in the mainland has formed a systematic promotion system and shown a large-scale development trend

Due to the cross-industry and cross-field technology and industrial attributes of 5G applications, the mainland has built a policy system for multi-dimensional industrial synergy at the national, industrial, and local government levels to jointly promote the integrated development of 5G applications.

At the national level, the mainland's "14th Five-Year Plan and 2035 Long-term Goals Outline" clearly states that "build 5G-based application scenarios and industrial ecology, and carry out pilot demonstrations in key areas such as intelligent transportation, smart logistics, smart energy, and smart healthcare." In July 2021, the Ministry of Industry and Information Technology and other ten ministries and commissions jointly issued the "5G Application "Sail" Action Plan (2021-2023)", which clarified the development direction of 5G applications in key industries in the mainland in the next three years and systematically proposed a 5G convergence application development strategy. At the industry level, four ministries and commissions, including the National Development and Reform Commission, the Energy Bureau, the Cyberspace Administration of China, and the Ministry of Industry and Information Technology, have issued the "Sails" for 5G applications in the energy industry - "Implementation Plan for 5G Applications in the Energy Industry";

The Ministry of Industry and Information Technology has formed the "5G + Industrial Internet" 512 Project Promotion Plan in the industrial field; in terms of medical care and education, the Ministry of Industry and Information Technology, the Health Commission and the Ministry of Education jointly organized 5G + smart medical and 5G + smart education application pilot projects. At the local government level, governments across the country are formulating their own 5G application "sail" policies, as of the end of August 2021, a total of 569 5G policies have been issued by provinces, municipalities and districts across the country, and Sichuan, Jiangsu, Shanghai and other provinces and cities have issued local 5G application "sail" documents.

Driven by a good policy system, the joint 5G application exploration between mainland ICT and industry enterprises has achieved fruitful results. According to the statistical results of the fourth "Bloom Cup" 5G application competition, there are more than 12,000 5G application projects in the mainland, covering more than 20 industries such as industry, energy, cultural tourism, education, medical care, ports, etc., 138 steel enterprises, 194 power enterprises, 175 mines, and 89 ports to achieve commercial landing of 5G applications; nearly 7,000 enterprises and units participating in 5G projects, covering 31 provinces, municipalities, autonomous regions and Hong Kong Special Administrative Region. That is to say, the industries, provinces and cities we are familiar with have 5G application projects, which are in a leading position in the world in terms of the number of industries covered, the number of enterprises, the geographical scope or the innovation and depth of integration.

Second, industry applications promote new changes in 5G and industry industries, and build a new industrial pattern

In order to support the gradual deepening of the integration and application of 5G and the industry, the 5G industry and the vertical industry industry are integrating and influencing each other, and are also quietly changing.

In terms of the 5G industry, industry applications have put forward new demands for the original industrial links such as 5G networks, terminals, and chips, and promoted the 5G industry to grow a new 2B industry on the basis of the original 2C industry.

In terms of network, the original large-capacity, full-featured, high-price core network element equipment has developed in the direction of lightweight, industry customization, and low cost, and industry-customized UPF and other equipment have emerged. In terms of terminal modules, the terminal definition, scope and product form of 5G are also different from the definition of traditional mobile terminals. Traditional mobile terminals are generally three major pieces, notebooks, tablets and smart phones, and in the 5G era, terminals will gradually penetrate the industry attributes and become industry 5G terminals. Such as intelligent industrial robots, intelligent networked vehicles, mobile AGVs and so on. In terms of chips, the traditional 2C 5G chips are not suitable for large-scale promotion in the industry due to factors such as full functionality and high price, so they have begun to develop in the direction of simplifying the industry's 5G chips.

In addition to the changes and expansion of the original 5G industry, the 5G industry has also produced new industrial links, such as the addition of 5G application solutions, industry integration security and other links, different from the traditional General Application Scheme in the field of To C, the characteristic 5G fusion application solutions for industrial, energy, medical and other fields have become a new development direction.

In terms of industry, with the integration of 5G elements, the original industrial links are also changing, taking the industry as an example, with the integration of 5G, the five-layer architecture system separated by traditional IT/OT networks will develop in the direction of the flat system of cloud-side collaboration, which will lead to changes in the original industrial terminal and industrial control system industries. The industrial terminal industry will evolve in the direction of intelligence, lightweighting, and mobility. After the traditional industrial equipment is integrated into the 5G communication capability, its original local processing and computing functions can be migrated to the cloud, resulting in the lightweight and low cost of the terminal body, such as the existing 5G cloud robot.

Industrial control system will also be from the original hierarchical architecture, local processing mode to the development of cloud mode, the industry has begun to explore 5G cloud PLC and other systems, which will be the traditional PLC control and processing capabilities to the cloud MEC migration, the future will cause the PLC industry from the PLC equipment competition to the PLC control system competition.

Third, the integration of applications and industries are affected by the development law of both supply and demand sides, showing a phased development

The large-scale promotion of 5G industry applications and the transformation of related industries are affected by 5G technology, industrial development maturity, the industry's own digital foundation, reform needs, and its own development laws, showing the characteristics of phased and gradual development.

First of all, we all know that the development of 5G technology and industry is to comply with the characteristics of phased development, the current 5G R15 version of the network we deploy is mainly designed for eMBB large bandwidth scenarios, so its technical attributes and related industries determine that our current 5G applications are mainly around non-hard real-time, large bandwidth services.

The R16 version of 5G supports time-sensitive network service enhancement in complete low-latency and high-reliability scenarios, realizes low-latency and high-reliability applications such as the industrial Internet, and defines high-precision positioning (meter-level), and the R17 version will realize the simplification of chips and other devices. At present, 3GPP releases a version in one and a half or two years, and most of the 5G network equipment and terminal chips will be commercialized one year or one and a half years after the version is frozen, which determines the development of 5G applications and related industries from the supply side to show a stage of development of 2 years or more.

From the demand side, the digital level of the industry itself, the willingness to change, the development law of the industry itself, etc. will determine the promotion of integrated applications and the development of the industry will also show stage and gradualness. The first is that the development of 5G applications in different industries presents different stages, and the development of the same industry also shows stages and gradualness.

In 2020, the digital economy penetration rate of the primary, secondary and tertiary industries in the mainland is 8.9%, 21.0% and 40.7% respectively, and the application of the mainland 5G industry is mainly distributed in the tertiary industry (mainly the service industry) and the secondary industry with a relatively high level of digitization.

For the industry industry, its development generally lags behind the development of the application, which depends on the "clarity" of the market demand, take the industry integration terminal, the current 5G fusion terminal market fragments, showing "small amount of categories" and other attributes, which will lead to terminal research and development enterprises in the launch of products show a "slow" rhythm, generally such as the application shows signs of large-scale promotion, before willing to invest in large-scale research and development and production.

Fourth, grasp the law of integrated industrial development, and accelerate the promotion of 2B application and industrial development in a coordinated manner

In the development of 5G 2B integration applications and industries, we must fully consider the market fragmentation of the industry field, the long-term transformation, the slowness of commercial recycling and other factors, in a short period of time in a single industry or field can not form a larger industrial scale, and the industry's functional needs are diverse and complex, need to be imported in batches, each batch to meet some functions, and gradually achieve scale.

In the process of promoting industrial development, it is necessary to form cross-industry technical exchanges and industrial interactions, enhance the industrialization confidence of the communication industry and vertical industries through frequent industrial docking, and realize the landing of 5G applications and industries as soon as possible.

First of all, we must give full play to the industrial docking role of alliance platforms such as 5G application industry squares, clarify the needs through industrial docking exchanges, clarify the application and industry promotion paths and methods through technical research, standard formulation, application demonstration pilots, etc., and reduce the uncertainty of application promotion and industrial research and development.

Second, in order to solve the problems of "high technical threshold" and "high research and development cost" such as industry terminals and application solutions, and attract more small and medium-sized enterprises to join the industrial ecology, it is necessary to use the "sharing economy" method to establish public service platforms and laboratories to support product research and development and reduce the research and development costs of industry terminal enterprises. Led by the China Academy of Information and Communications Technology, and cooperating with China Mobile, China Unicom, Huawei, Dingqiao and other enterprises, it has built a public service platform and laboratory in Beijing, Chengdu, Hangzhou and other places, taking market promotion as the traction, building a technical service system, and providing technical support services for terminals, application developers, servers, modules and other enterprises, improving their products, and assisting them in product marketing and enterprise investment and financing.
