Zhang Yunyong, a member of the National Committee of the Chinese People's Political Consultative Conference of China Unicom and has just assumed the post of party secretary and general manager of Yunnan Unicom, put forward five major proposals at the 2022 National Two Sessions, one of which proposes to make 5G messages and other functions a mandatory choice for mobile phones to enter the network.

Proposal 4: Recommendations on Promoting the Healthy Development of 5G Public Application (2022)

Since the three major operators obtained 5G licenses on June 6, 2019, the commercial use of 5G in mainland China has made an important breakthrough. On the one hand, there is the beautiful data of 5G development: 5G base stations have been built and opened 1.425 million, accounting for more than 60% of the world; the network covers all prefectures and cities in the country, more than 98% of counties and more than 80% of townships. 5G mobile phones reached 250 million, and the number of terminal connections exceeded 450 million, accounting for more than 80% of the world's total. There are more than 10,000 5G application innovation cases and more than 2,300 virtual private networks in the industry. On the other hand, in the face of the people's growing demand for information consumption, the development of the 5G personal market remains active but there are unbalanced and insufficient shortcomings. Compared with industry applications, the categories of public applications are obviously insufficient. At present, 5G personal applications are still difficult to define and measure, quantitative 5G personal market development mainly relies on a single indicator of the number of 5G mobile phones, there is no obvious difference between the use method and the overall experience and 4G, and the personal application that makes full use of 5G features has not really been popularized, resulting in a more popular view that the prospect of 5G public applications is limited, and the current public's sense of acquisition of 5G applications is seriously insufficient.

The lack of terminal support capacity is one of the main reasons affecting the public application of 5G that has not yet been widely popularized, mainly in the fact that the user penetration rate of 28.7% still needs to be improved, and the support capacity of terminals for 5G public applications needs to be strengthened. For example, in the 2021 "Bloom Cup", in the 400 entries of the 5G message special competition, there are only 3 terminal models that can actually be used to display 5G messages on the whole network, and even when formulating communication industry standards, some terminal manufacturers explicitly oppose supporting 5G messages.

5G is the "paving stone" for the development of the digital economy, the "ballast stone" for stabilizing the supply of employment, the "diamond" for improving governance efficiency, and the "touchstone" for revitalizing a scientific and technological power. If 5G applications can not fully release the potential of the consumer Internet, the public 5G network upgrade power will be insufficient, a large network to serve the public and the industry vision will be difficult to achieve, which will exacerbate the 5G industry applications facing unlimited fragmentation of the demand scenario, thus forced to build more isolated 5G private networks, so that 5G networks may become traffic porters, it is difficult to play the 5G public and industry dual-line empowerment of differentiated service capabilities.

The development of 5G public applications still needs to operate under the framework of the healthy development of the digital economy. A strong 5G public network is an important component of the new infrastructure, and its mission is to build an intelligent and comprehensive digital information infrastructure with high-speed ubiquitous, heaven-earth integration, cloud-network integration, intelligent and agile, green and low-carbon, safe and controllable; at the same time, 5G public applications also need to operate under the existing digital economy governance system, and governance runs through the whole process of innovation, production, and operation, not only to protect user data and application security, but also to prevent unfair competition in the deployment process.

To this end, it is recommended that:

First, it is recommended to accelerate the end-to-end 5G public application service system and promote the support and implementation of 5G functional features and 5G applications on the terminal. Incorporate the use of 5G messages, 5G enhanced calls, 5G network slicing, etc. into the 5G personal application measurement system, and make the above functions a mandatory choice for mobile phones to enter the network. 5G messaging is an upgrade of traditional short MMS messages in the 5G era, which not only serves personal information communication by providing rich media functions in the SMS interface of the terminal, but also connects personal and industry applications with the concept of message as a service. For individual users, 5G messages do not need to download and install apps, and require terminals to provide functions in the form of SMS natives, which is simpler and more convenient to use, more extensive and more timely, and the content is richer and more secure. 5G enhanced calling is to add 5G video and real-time data interaction services on the basis of existing voice calls, providing users with a real and clear real-time interactive experience. Upgrading 5G messaging and enhancing calls improves the user experience while raising the bar for fraudulent and harassing calls and text messages. At the same time, we should encourage the expansion of integrated 5G terminal categories for personal information consumption, such as AR, VR and other headset wearable devices.

Second, it is recommended to fully deploy 5G application security capabilities in public applications, and reflect the governance capabilities of the digital economy throughout. It is recommended that 5G application security capabilities be included in the mandatory functions of 5G terminals. It supports slicing technology that isolates traffic from applications, encrypts critical information according to innovative application features such as AR/VR, provides a dedicated channel with low latency for security algorithms/protocols, reliably adopts group authentication technology for massive machine-like communication, and dynamically encrypts user identities in practice data security law, network security law, and personal information protection law.

Third, under the condition that the existing governance system and market structure remain unchanged, allocate relevant resources to the 5G public application. For example, for 5G messages and enhanced call matching exclusive numbers, so as to distinguish them from existing SMS and voice in terms of user cognition, usage mode, management mode, and regulatory means, telecom operators are encouraged to design product forms, application tariffs, and business models that match users and industry ecology in terms of product design and pricing.
