A few days ago, the Comprehensive Group of the Joint Prevention and Control Mechanism of the State Council in Response to the Novel Coronavirus Pneumonia Epidemic issued the "New Year's Day and Spring Festival Prevention and Control Work Plan for the Prevention and Control of the New Crown Pneumonia Epidemic in 2022", which has clear requirements for people to travel, gather and other activities during the "two festivals".

These people are strictly restricted from traveling!
With the "two festivals" approaching, can the people return to their hometowns? For this problem, there are specific requirements in the newly released plan.
According to the plan, personnel in medium- and high-risk areas and counties (cities, districts, banners) are strictly restricted from traveling; personnel from other counties (cities, districts, flags) in the cities where the medium- and high-risk areas are located do not have to travel, and those who really need to travel must hold a negative nucleic acid test certificate within 48 hours; they are strictly restricted from going to medium- and high-risk areas and the counties (cities, districts, banners) where they are located, and they do not have to go to other counties (cities, districts, banners) where the medium- and high-risk areas are located.
In addition, the plan also makes it clear that high-risk positions should avoid travel as much as possible, and those who really need to travel must meet the requirements of leaving the job for more than 14 days and hold a negative nucleic acid test certificate within 48 hours, and report to the unit where they are located.
Fever patients, health code "yellow code" and other personnel should perform personal protection responsibilities, actively cooperate with health monitoring and nucleic acid testing, and do not travel until the risk of infection is excluded.
The school staggered the schedule for the spring semester to return to school
There is also a special mention in the plan for the return of students to school on vacation.
The plan requires optimizing and adjusting the school's winter vacation time, staggering the peak to arrange the return to school at the beginning of the spring semester, and doing a good job in the management of students who stay in school during the "two festivals". Reasonably adjust the time for enterprises to take holidays and resume work, and guide migrant workers to return to their hometowns at staggered peaks.
In addition, colleges and universities or enterprises with a large number of migrant workers can require students or migrant workers to return to school or work with a negative nucleic acid test certificate within 48 hours.

Banquets with more than 5 tables must be reported
During the "two festivals", the problem of personnel gathering will also bring about a certain risk of epidemic transmission, and the plan released this time has clearly defined the need to strictly control gathering activities.
The plan proposes that, in accordance with the principle of non-essential non-holding, strictly control temple fairs, large-scale theatrical performances, exhibitions and promotions, reduce the scale and frequency of rural markets, control the flow of people, and implement prevention and control measures such as ventilation and disinfection.
Holding meetings, gatherings and other activities shall control the number of people, try to hold online meetings or video conferences, and activities with more than 50 people shall formulate prevention and control plans and strictly implement various prevention and control measures.
In addition, the plan advocates no more than 10 people for family dinners and gatherings, and advocates "postponing happy events, simplifying funerals, and not holding banquets", and it is really necessary to reduce the scale of activities as much as possible.
Catering units that undertake dinner activities such as banquets with more than 5 tables must strictly do a good job in epidemic prevention and control, ensure that dining personnel enter the dining place after implementing measures such as scanning codes, on-site temperature measurement and wearing masks, and do a good job of ventilation and disinfection of restaurants; individuals who hold banquets with more than 5 tables must report to the local community neighborhood committee or village committee to implement the local epidemic prevention and control regulations. Border townships avoid large-scale gatherings.
Tourist attractions and other control personnel reception ceiling
Holidays are also the peak of people's travel, and the plan is also clear in the management of scenic spots and various entertainment venues.
In accordance with the requirements, public venues such as tourist attractions and theaters and entertainment venues should implement the requirements of "limited quantity, reservation, and staggered peaks", control the upper limit of personnel reception, implement the ticket reservation system, timely guide passenger flow, and do a good job in health monitoring and management of employees.
Tourist attractions should improve emergency response plans and do a good job in cleaning and disinfection and public health work. Strengthen the drinking water, food and environmental sanitation work in tourist scenic spots, ensure the normal progress of mass tourism activities, and minimize the risk of epidemic transmission.
In addition, the document also proposes that the "circuit breaker" mechanism for the management of inter-provincial tourism business activities should be strictly implemented, and for provinces (autonomous regions and municipalities directly under the central government) with medium and high-risk areas, travel agencies and online tourism enterprises operating inter-provincial group tours and "air tickets + hotels" business in the provinces (autonomous regions and municipalities directly under the central government) should be immediately suspended. Suspend travel agencies and online travel enterprises from operating group tours and "air ticket + hotel" business at land border port cities, and land border port cities should promptly issue free travel risk tips to the public.

Nucleic acid testing is performed on all febrile patients

In the plan issued this time, the importance of the role of fever diagnosis as a "sentinel point" is specifically emphasized.
The plan requires that the pre-examination triage and the first diagnosis responsibility system should be strictly enforced. Further strengthen the role of fever clinics as "sentinel points", and strictly implement closed-loop management requirements for fever patients. All fever patients undergo nucleic acid testing, feedback nucleic acid test results within 4-6 hours, and all stay for observation before the test results are fed back.
In addition, medical institutions should be encouraged to be equipped with rapid nucleic acid detection equipment to reduce the waiting time of fever patients and reduce the risk of cross-infection.
