In order to release consumption potential and promote the sustained recovery of consumption, the General Office of the State Council recently issued the Opinions on Further Releasing Consumption Potential and Promoting the Sustained Recovery of Consumption (hereinafter referred to as the Opinions). Among them, focusing on the automotive industry, the "Opinions" proposed that it is necessary to support the accelerated development of new energy vehicles, fully tap the consumption potential of counties and townships, and each region must not add new car purchase restriction measures, gradually cancel car purchase restrictions according to local conditions, comprehensively cancel the relocation restrictions on second-hand cars, and study further relax the restrictions on pickup trucks entering the city.

Cancel the purchase restriction of automobiles according to local conditions

The relaxation of the automobile purchase restriction policy was once again emphasized in the "Opinions". The "Opinions" pointed out that "steadily increase the bulk consumption of automobiles and other large-scale consumption, each region must not add new car purchase restriction measures, the areas that have implemented the purchase restriction gradually increase the number of automobile incremental indicators, relax the qualification restrictions of car buyers, encourage the purchase restriction areas except for a few megacities to implement the differentiated policy of urban and suburban indicators, adjust the use of automobiles through legal, economic and scientific and technological means, gradually cancel the purchase restrictions on automobiles according to local conditions, and promote the transformation of consumer goods such as automobiles from purchase management to use management."

Regarding the cancellation of the car purchase restriction policy, it was not only recently proposed. Since 2020, various ministries and commissions have made their attitude towards the cancellation of car purchase restrictions in many statements.

In the past two years, more and more places have relaxed the restrictions on car purchases, but there are still cities such as Beijing, Shanghai, Guangzhou, Tianjin, Hangzhou, Shenzhen, Shijiazhuang and hainan provinces that have implemented car purchase restriction policies. Taking Beijing as an example, the average winning rate of fuel vehicle license plates is 1.9%, and the average winning rate of individuals is 0.3%; buying new energy vehicles requires queuing, calculated according to the annual quota of tens of thousands of indicators, and now it is set to be ranked for up to ten years.

Industry insiders pointed out that the passenger car sales of the above cities account for about 15% of the total sales of passenger cars in the country, and the purchase restriction inhibits the release of automobile consumption to a certain extent, but the hasty lifting of the purchase restriction policy will also bring about a "crisis" in many aspects such as roads and parking, so in a short period of time, it is still difficult to solve the problem of urban purchase restrictions such as "north, Shanghai, Guangzhou, and Shenzhen".

Promote new energy vehicles to the countryside

Infrastructure construction such as new energy vehicles going to the countryside and rural charging piles is required to continue to advance. The "Opinions" said that it is necessary to focus on automobiles and home appliances, guide enterprises to carry out promotions for rural areas, encourage qualified areas to carry out new energy vehicles and green smart home appliances to go to the countryside, and promote the construction of supporting facilities such as charging piles (stations).

For the development of new energy vehicles, the "Opinions" also made it clear that it is necessary to support the accelerated development of new energy vehicles and encourage consumers to replace or purchase new household products such as green energy-saving home appliances and environmentally friendly furniture. At the same time, it will increase the proportion of urban public buses and trams and rail transit travel, and promote the electrification of public service vehicles.

Since the beginning of this year, the production and sales of passenger cars in the mainland have not met expectations, and some manufacturers affected by the epidemic have suffered heavy losses, but new energy passenger cars are still bucking the trend. According to the data, the sales of new energy passenger cars in mainland China reached 445,000 units in March, an increase of 137.6% year-on-year and 63.1% month-on-month. From January to March, domestic retail sales of new energy passenger vehicles were 1.070 million units, up 146.6% year-on-year. The domestic retail penetration rate of new energy vehicles in March was 28.2%, an increase of 17.6% from 10.6% in March 2021.

Completely cancel the restriction on the relocation of used cars

The restriction is one of the "three mountains" of second-hand car circulation, which has long been criticized. The "Opinions" brought good news to the second-hand car market, emphasizing "the comprehensive cancellation of the second-hand car relocation policy, and the implementation of small non-operating second-hand car transaction registration inter-provincial communication measures".

For a long time, some local governments have adopted restrictions on non-registration of foreign used cars that do not meet the relevant standards. According to the statistics of the China Automobile Dealers Association, more than 95% of the prefecture-level cities in the country were implementing different degrees of relocation restriction policies, even in the same province, the relocation standards between cities were inconsistent, which seriously restricted the further development of second-hand cars. Although in the past two years, the mainland has continuously accelerated the elimination of barriers to the off-site transaction of second-hand cars at the policy level, opening up blockages such as high costs, long cycles and inconveniences, but second-hand cars still have unclear commodity attributes and local policy support.

Previously, the Ministry of Public Security, together with the Ministry of Commerce and the State Administration of Taxation, deployed the implementation of the "inter-provincial general office" for the registration of second-hand car transactions, which has been implemented on a pilot basis in 20 cities since June 1, 2021, and will be fully implemented nationwide by the end of 2021. These are all determined to further promote the development of the second-hand car trading industry and facilitate the public to handle the registration procedures for second-hand car transactions.

The cancellation of the second-hand car relocation policy can greatly enhance the development and utilization of the surplus value of second-hand cars, and help form a unified, standardized and efficient second-hand car market order nationwide. For the entire second-hand car market, the emphasis on "comprehensively canceling the restriction on the relocation of second-hand cars" will greatly promote the circulation of the automotive industry and revitalize the existing stock. For the majority of prospective car owners who want to buy a used car, the purchase price will be cheaper and the procedures will be simpler.

Let go of the pickup truck further and go into town

The "Opinions" proposes to implement refined management of pickup trucks entering the city, and study further relax the restrictions on pickup trucks entering the city.

In fact, since 2016, the three ministries and commissions have issued the "Notice of the Ministry of Industry and Information Technology, the Development and Reform Commission, and the Ministry of Public Security on Carrying Out the Pilot Project of Relaxing the Restrictions on Pickup Trucks Entering the City to Promote the Consumption of Pickup Trucks", and decided to carry out the pilot work of relaxing the restrictions on pickup trucks entering the city in Hebei, Liaoning, Henan, Yunnan and other provinces, and selected some provinces to carry out the pilot project of relaxing the restrictions on pickup trucks entering the city, which is the first attempt of the state to relax the restrictions on pickup trucks entering the city. Subsequently, the number of provinces in China that issued pickup trucks to enter the city was increased to 20, and pickup trucks in Hebei, Fujian, Jiangxi, and Chongqing were completely unlimited. Since then, the state has issued policies such as canceling the pickup truck operation certificate, canceling the spray lettering on the body of the pickup truck, and pasting reflective strips, which has further reduced the restrictions on pickup trucks.

At present, compared with ordinary cars and SUVs, pickup trucks have many restrictions in some cities, such as: 15 years of mandatory scrapping, annual inspection, restrictions on entering the city in some areas, and inability to enjoy holidays and high-speed free.

The release of the "Opinions" is the first time that the state's emphasis on letting pickup trucks enter the city has risen from the ministry to the level of the State Council. Further relaxation of the restrictions on pickup trucks entering the city will make the multi-purpose attributes of pickup trucks recognized by more and more consumers.
