The "Opinions" pointed out that consumption is the final demand, the key link and important engine of the smooth domestic cycle, which has a lasting pulling force on the economy and is related to ensuring and improving people's livelihood. At present, due to the impact of the new crown pneumonia epidemic and other factors, consumption, especially contact-based consumption, has recovered slowly, and small and medium-sized enterprises, individual industrial and commercial households and the service industry are facing more difficulties.
The "Opinions" require local governments and ministries and commissions of the State Council to fully implement the new development concept, accelerate the construction of a new development pattern, coordinate efforts, take into account both near and far, comprehensively implement policies to release consumption potential, promote the orderly recovery and development of consumption, focus on stabilizing the basic consumption plate, continuously enhance the comprehensive ability of consumption development, make every effort to create a safe and secure and honest consumption environment, and further consolidate the foundation for high-quality development of consumption.
The Opinions deal with automobile consumption in many places
The total retail sales of social consumer goods are an important indicator of domestic demand. Automobiles are bulk consumer goods, occupy a very important position in domestic social consumer goods, in the past few years, automobile consumption accounted for about 10% of the total retail sales of domestic social consumer goods. Among the 20 measures proposed in the "Opinions", many of them are related to automobile consumption, and the steady growth of automobile consumption is of great significance for the sustained recovery of domestic consumption.

The first is to promote the electrification of public service vehicles. Article 7 of the "Opinions" "Promote green consumption" proposes to "increase the proportion of urban public buses and trams and rail transit travel, and promote the electrification of public service vehicles".

The third is to gradually cancel the purchase restriction of automobiles according to local conditions.
Article 13 of the "Opinions" "Breaking down barriers to restricting consumption" proposes: Orderly remove institutional and institutional obstacles and hidden barriers in some key service consumption areas, promote the coordination and unification of standards, rules and policies in different regions and industries, and simplify and optimize the procedures for handling relevant licenses or certificates. Steadily increase the bulk consumption of automobiles and other bulk consumption, each region must not add new car purchase restriction measures, areas that have implemented purchase restrictions gradually increase the number of automobile incremental indicators, relax the qualification restrictions of car buyers, encourage the implementation of urban and suburban indicator differentiation policies in areas other than a few megacities, adjust the use of automobiles through legal, economic and scientific and technological means, gradually cancel automobile purchase restrictions according to local conditions, and promote the transformation of automobiles and other consumer goods from purchase management to use management.
The fourth is to accelerate the development of the automotive aftermarket, relax the restrictions on the relocation of second-hand cars, and pick up pickup trucks into the city.
The "Opinions" proposes to establish and improve the management mechanism of the automobile modification industry and accelerate the development of the automotive aftermarket. Completely abolish the policy of restricting the relocation of used cars, and implement inter-provincial measures for the registration of small non-operating used car transactions. Implement refined management of pickup trucks entering the city, and study further relax the restrictions on pickup trucks entering the city.
There are four major constraints to automobile consumption
China has been the world's largest automobile producer and the largest new car consumer market for eleven consecutive years. The rigid demand of about 25 million vehicles per year has become the cornerstone of ensuring the healthy development of the automobile industry.
However, there are also some constraints to China's automobile consumption, one is that the car purchase restriction has inhibited the consumption capacity of millions of cars. Second, the poor transaction of second-hand cars has affected new car sales. In developed auto countries, used car transactions are generally twice or more than new cars. The domestic second-hand car trading volume is not as good as the new car trading volume. Third, the imperfect charging infrastructure has affected the sales of electric vehicles. In addition to the above four constraints, the domestic epidemic has rebounded from time to time and the number of sealing and control areas has been increasing, which has also affected normal automobile consumption.
The "Opinions" of the General Office of the State Council put forward clear solutions to the problems existing in automobile consumption.
