Leading coordinating agencies for medical reform in all provinces, autonomous regions, municipalities directly under the Central Government and the Xinjiang Production and Construction Corps:

In order to grasp the implementation of the Opinions of the General Office of the State Council on Promoting the High-quality Development of Public Hospitals (Guo Ban Fa [2021] No. 18), the Secretariat of the State Council Medical Reform Leading Group established an evaluation mechanism for promoting the high-quality development of public hospitals. The relevant matters are hereby notified as follows:

1. Evaluation content

The leading group for medical reform in various provinces (autonomous regions and municipalities) has taken the promotion of high-quality development of public hospitals as the key task of deepening the reform of the medical and health system, strengthened the leadership responsibility, guarantee responsibility, management responsibility, and supervision responsibility of public hospitals, and comprehensively promoted the implementation of high-quality development policies and measures for public hospitals around strengthening the party's overall leadership, building a new system, leading a new trend, improving new efficiency, activating new impetus, and building a new culture.

Second, the evaluation method

(1) The Secretariat of the Leading Group for Medical Reform of the State Council has formulated the "Evaluation Indicators for Promoting the High-quality Development of Public Hospitals in Each Province (Autonomous Region and Municipality) (Trial Implementation)" (see annex), and evaluates the high-quality development of public hospitals in each province (autonomous region and municipality) every year. The relevant evaluation indicators are dynamically adjusted in a timely manner according to the progress of the work.

(2) Each provincial-level medical reform leading coordination agency conducts an annual evaluation of the high-quality development of public hospitals in various cities, and may appropriately adjust the evaluation indicators in light of the actual conditions of the province (district, city); on this basis, self-evaluate the high-quality development of public hospitals in the province (district, city).

(3) The leading coordination agencies of local and municipal medical reform carry out annual evaluations of the high-quality development of public hospitals in each county (city, district), and after the consent of the provincial medical reform leading coordination agency, the evaluation indicators may be appropriately adjusted in combination with the actual conditions of the city.

(4) Each provincial-level medical reform leading coordination agency evaluates the public hospitals within its jurisdiction every year, organically combines with the comprehensive reform performance evaluation of public hospitals and the performance appraisal of public hospitals, fully considers the actual situation of all types of public hospitals at all levels, and does not engage in "one-size-fits-all" and does not engage in repeated evaluations.

3. Work requirements

(1) Do a good job of organizing and implementing it. Each provincial-level medical reform leading coordination agency shall submit the self-assessment report to the Secretariat of the State Council Medical Reform Leading Group before the end of May each year; the Secretariat of the State Council Medical Reform Leading Group shall complete the evaluation of each province (autonomous region, municipality) by the end of June each year.

(2) Standardize data collection. The relevant data of the evaluation indicators are directly taken from the existing information systems such as the medical reform monitoring system, the health statistical yearbook, the health and health financial annual report, the performance appraisal of public hospitals, and the satisfaction survey, and must not increase the burden on the grass-roots level, and must not increase the workload of the hospital filling in the form.

(3) Strengthen the use of results. The Secretariat of the State Council Medical Reform Leading Group will inform the provincial medical reform leading groups of the evaluation results, increase the publicity and promotion of typical experiences, and strengthen the supervision and guidance of places lagging behind in work.
