On April 25, Sichuan Province issued the "Notice on Carrying out the Second Round of Information Collection of Oral High-value Medical Consumables Products", saying that due to receiving some "applications from production enterprises", the Provincial Drug Recruitment Center decided to open another round of information filling work on implant-related consumables products.

As we all know, product information filling is a precursor to collection. In November 2021, Sichuan Province has issued a notice of information filling in for consumables such as implants and repair abutments, which was regarded by the outside world as a signal of the official arrival of dental implant collection.
Sichuan is the leading province in the national collection of dental implants. The Sichuan Provincial Medical Insurance Bureau said in March that it would take the lead in organizing interprovincial oral implant volume procurement in 30 provinces.
Nominally "inter-provincial" collection, in fact, it covers 30 provinces, which is basically a national collection.
Prior to this, whether it was inter-provincial collection or national collection, there was no need to repeat the declaration of information.
Sichuan did not disclose the participating enterprises that reported the first volume, according to the Sichuan official, there may be some enterprises that did not participate in the first reporting work, and now they have changed their minds.
This may mean that there will be more participants in dental implant collection and great competitiveness in price reduction.
Enterprises take the initiative to declare
Different from the past, this time the filling in information on dental implant-related products is actually promoted by enterprises. Sichuan Province said that because it has recently received some "applications from production enterprises to increase product information", the relevant departments have started this work again, and all declarations need to be completed by May 7.
The Health Bureau noted that the scope of product information declaration given by Sichuan Province is oral implants, repair abutments, and implant repair accessories such as transfer rods and substitutes, which are basically consistent with the requirements of the first time.
Because there is no new reporting product, the second report should be a new enterprise involved.
In November last year, although the society's call for dental implant collection was high, only some areas made some sporadic attempts. The degree of privatization of the dental industry is very high, entering public hospitals is not the only way out, and the enthusiasm of implant dental production enterprises accustomed to seeking "huge profits" in the oral industry is not high.
This is also one of the reasons why the dental implant collection has been blowing for nearly a year, but it has not seen the action for a long time.
Since the beginning of 2022, the policy level has begun to set the tone for dental implant collection. On January 10, the executive meeting of the State Council decided to carry out centralized procurement of drugs and high-value consumables on a regular basis, and to carry out national and provincial collection of dental implants, orthopedic consumables, drug balloons and other products that are "of concern to the masses".
According to Chen Jinfu, deputy director of the National Medical Insurance Bureau, as early as February this year, the plan for collecting dental implants has been "basically mature". The Sichuan Provincial Medical Insurance Bureau also said in March that it would take the lead in organizing the procurement of interprovincial oral implants in 30 provinces. Once landed, it will be the largest inter-provincial gathering alliance in the history of the country.
During the same period, more and more provinces began to take action. At the end of March, after Sichuan, Shanxi, Ningxia and other regions, Jiangsu Province also joined in, requiring "all public hospitals that carry out oral implant surgery" in the province to start the reporting work.
The original "wait-and-see" enterprise suddenly took the initiative to contact the recruitment center, which may have felt a change in the direction of the wind.
Or it will be good for domestic production
Sichuan Province organized the collection of dental implants in 30 provinces across the country, and the reporting stage is different, which is reported by the enterprise.
In the past, the collection of drugs and consumables was reported by the public hospital of the terminal. However, many dental implant surgeries are carried out in private hospitals, and if public hospitals are also allowed to report the volume, it is likely to cause the expected procurement volume to be low. The most understanding of the market is the enterprise, and the amount quoted by the enterprise itself is the most real.
According to the "2020 China Oral Medical Industry Report" jointly released by Meituan Medical and other institutions, the number of domestic implants in 2020 has reached about 4.06 million, which is one of the fastest growing dental implant markets in the world.
However, most of the teeth that are planted are imported products.
According to Guosen Securities data, European and Korean manufacturers such as 3M, Straumann, Dunsberg, and Berg dominate the global dental implant market, of which Straxmann alone enjoys about 25% of the market.

In China, three foreign companies, Orgon, Denton and Straumann, account for nearly 80% of the implant market. In contrast, the domestic implant dental industry manufacturing started late, although brands such as Altron and Aidit are also slowly "rising", but the overall recognition and market share of "domestic products" are still not high.
Previously, a number of doctors had told the Health Bureau that the quality of domestic implants was "far inferior to imported products".
But domestic products also have an advantage that imported products cannot compare: cheap. Guohai Securities said that at present, the price of domestic, Korean and European and American brand implants purchased by stomatological hospitals is around 400 yuan to 600 yuan, 500 yuan to 800 yuan, and 1800 yuan to 2300 yuan, respectively.
According to the general idea of "domestic substitution" in collection and procurement, the enthusiasm for domestic products to participate in the collection and procurement should be the highest, and large foreign-funded enterprises are generally twisted and pinched. This is a phenomenon that can be observed in several drug collections.
This time, Sichuan accepts the second report from enterprises, and it is very likely that foreign-funded enterprises are ready to participate in the collective procurement competition.
In August 2021, when the Ningbo Municipal Medical Insurance Bureau established a reimbursement catalogue for implant brands, it required that the price paid for a single implant tooth ranged from 3,000 to 3,500 yuan. According to this calculation, after adding medical service fees and crown fees, the price of Ningbo City can cover most dental implant surgeries.
According to the data of the National Medical Insurance Bureau, the average decline in the collection of the first 6 batches of drugs was about 53%, of which the average decline of consumables such as cardiac stents and artificial joints reached more than 80%. For imported brands that sell more than 2,000 yuan for a single implant, this meat may be more painful to cut.
Dental implants are "expensive", in part because of consumables. Guohai Securities estimates that the cost of diagnosis and treatment and consumables for a single implant is roughly 25% and 75%. Of the 75% of the consumables cost, implants account for more than 50%. In other words, a dental implant that sells for 15,000 yuan at the consumer end will cost more than 5,000 yuan, and its cost is usually only about a few hundred yuan.
However, the cost of dental implant diagnosis and treatment is not low. To really reduce the total price of implanted teeth, medical insurance and health departments also need to make some efforts to standardize the cost of surgery.
