Shenzhen: New energy vehicle parking fee reduction and exemption from January 20

Recently, the Shenzhen Municipal Development and Reform Commission announced the preferential measures for the reduction and reduction of parking charges for new energy vehicles, which will waive the parking fee for the first 1 hour of the day for new energy models, etc., which will be implemented on January 20 and will be valid until December 31, 2023.

In order to further promote and apply new energy vehicles, according to the Notice of the General Office of the State Council on Printing and Distributing the Development Plan for the New Energy Vehicle Industry (2021-2035) (Guo Ban Fa [2020] No. 39), the Guangdong Provincial Development and Reform Commission, the Guangdong Provincial Department of Housing and Urban-Rural Development, the Guangdong Provincial Department of Transportation, the Implementation Opinions of the Guangdong Provincial Transportation Department on Further Improving the Charging Policy for Motor Vehicle Parking Services (Guangdong Development And Reform Regulation [2017] No. 5) and the relevant provisions on motor vehicle parking service charges in our city, after research, The relevant matters concerning the reduction or exemption of parking charges for new energy vehicles in this city are hereby notified as follows:

1. The new energy vehicles referred to in this Notice refer to vehicles that use new power systems and are driven entirely or mainly by new energy sources, including plug-in hybrid (including program) vehicles, pure electric vehicles and fuel cell vehicles.

Second, new energy vehicles in the implementation of government pricing (including government guidance price) management of parking facilities (including parking lots and parking garages, the same below), enjoy the first 1 hour of parking fee discounts per day, if the vehicle is charged in the parking facilities, and then reduce the parking fee within 2 hours corresponding to the charging time (including 2 hours).

Airports, wharves, stations, ports, tourist attractions supporting parking facilities and the government's full or participating in the construction of mechanical three-dimensional parking facilities, the new energy vehicle parking fee concessions still implement the current regulations, that is, charging in the above parking facilities, daily free of charge and charging time within 2 hours (including 2 hours) parking fees.

3. New energy vehicles parked in urban road parking spaces, within the prescribed charging period, enjoy the first 2 hours of daily temporary parking space use fee, or within 1 hour (including 1 hour) of the first parking time of the day, the second time parking is exempted from 1 hour of roadside temporary parking space use fee.

Fourth, encourage the implementation of market-regulated parking facilities, and give parking concessions to new energy vehicles.

This Notice shall be effective from 20 January 2022 and shall be effective until 31 December 2023
