Receiving fever patients in violation of regulations, doctors in many places have been punished and even sentenced!
In fact, at the moment when the epidemic situation is constantly spreading, many places have been punished for violating epidemic prevention regulations.

On January 11, the Henan public security official WeChat account "Ping An Zhongyuan" also reported a typical case. From the end of October to the beginning of November 2021, Guo Moudong, vice president of a hospital in Fugou County, Zhoukou City, Henan Province, was investigated for illegal treatment of fever patients, and was transferred to the procuratorate for review and prosecution on January 5.
In May 2021, a doctor and a private clinic practitioner in Lu'an City, Anhui Province, also delayed the diagnosis of new crown pneumonia patients due to unauthorized treatment of fever patients, resulting in an outbreak of the epidemic in Lu'an City, which later caused more than 100,000 people to be involved in the epidemic and isolated nearly 4,000 people. In the end, the two were held criminally responsible for obstructing the prevention and control of infectious diseases and sentenced to one year and three months in prison, paying a heavy price for their actions.
Similarly, "Seeing the Medical Circle" learned that also in Lu'an, Anhui Province, in 2020, Lu'an also had a village doctor Wu Moumou who received treatment in violation of the law and concealed the fever patient, and 2 patients and the doctor's wife were diagnosed successively. Afterwards, Wu was sentenced to one year in prison for obstructing the prevention and control of infectious diseases.
At the moment when the epidemic prevention and control is normalized, although the state and local governments have emphasized more than once that medical institutions and medical personnel cannot accept fever patients without authorization, there are still people who continue to touch the "red line", in addition to those who have been sentenced, many doctors have been revoked their physician practice licenses.
On February 16, 2020, the Health Bureau of Yangxin County, Hubei Province, reported two cases of doctors' practice licenses revoked due to poor epidemic prevention, among which Zhang Mouqun, a clinic operator, was still receiving fever patients without knowing that he was not allowed to admit and treat fever patients during the epidemic period, and did not register outpatient logs, issue prescription notes, and did not report to the relevant departments, and was revoked his "Physician Practice Certificate" and his "Medical Institution Practice License" of the clinic he operated.
Something similar happened in Jiangxi. According to the notice previously released on the official website of the Jiangxi Provincial Health Commission, a village clinic in Xingan County was revoked its medical institution practice license due to the illegal reception of confirmed cases of new crown pneumonia during the epidemic period, resulting in the spread of the epidemic, and the village doctor concerned was revoked the assistant physician practice certificate.
Strengthen the awareness of red lines, medical staff can not relax
According to the "Medical Community", the Law of the People's Republic of China on the Prevention and Control of Infectious Diseases clearly states that when any unit or individual discovers a patient with an infectious disease or a suspected infectious disease, it shall promptly report to the nearby disease prevention and control institution or medical institution.
Where the epidemic situation of an infectious disease is not reported in accordance with regulations, or where the epidemic situation of an infectious disease is concealed, falsely reported, or deferred, causing the spread, epidemic or other serious consequences of the infectious disease, the responsible managers and other directly responsible personnel shall be given the punishment of demotion, dismissal, or dismissal in accordance with law, and the practice certificates of the relevant responsible personnel may be revoked in accordance with law; where a crime is constituted, criminal responsibility shall be pursued in accordance with law.
In February 2020, the Opinions of the Supreme People's Court and other four departments jointly formulated on punishing violations and crimes that hinder the prevention and control of the novel coronavirus infection pneumonia epidemic also mentioned that others who refuse to implement the prevention and control measures proposed by health and epidemic prevention agencies in accordance with the Law on the Prevention and Control of Infectious Diseases, causing the spread of the new coronavirus or have a serious risk of spreading, shall be convicted and punished for the crime of obstructing the prevention and control of infectious diseases in accordance with the provisions of Article 330 of the Criminal Law.
The Regulations on Emergency Response to Public Health Emergencies, revised in 2011, also make it clear that medical institutions accepting patients with infectious diseases and patients with suspected infectious diseases shall report to the local disease prevention and control institutions in accordance with the law.
Where medical establishments fail to perform their reporting duties in accordance with regulations, fail to take control measures in a timely manner, or refuse to obey the dispatch of the Emergency Response Command, etc., they are ordered to make corrections, circulate criticisms, and warnings, or revoke the "Medical Institution Practice Permit" at worst, and where a crime is constituted, the criminal responsibility of the relevant responsible persons is to be investigated in accordance with law.
It can be seen that both medical institutions and medical personnel need to further consolidate the epidemic prevention and control responsibilities of medical institutions, strictly implement the requirements of the first diagnosis responsibility system, pre-examination triage, fever diagnosis management, etc., strengthen the awareness of red lines, and ensure the implementation of various measures for epidemic prevention and control.
