On March 17, the First Hospital of Shanxi Medical University (hereinafter referred to as the First Hospital of Shanxi Medical University) announced that it had signed a transfer and takeover agreement with Taiyuan Coal Gasification Company for the transfer of Taiyuan Coal Gasification Staff Hospital.

It is reported that after the signing of the agreement, in addition to carrying out various handover and takeover work in an orderly manner according to the approval and requirements of the superior, the First Hospital of Mountain Medical University also intends to build the Taiyuan Coal Gasification Staff Hospital into a comprehensive hospital with "comprehensive outpatient clinics and special specialties" and become a new branch of the hospital.

According to the official website of the hospital, the First Hospital of Mountain Medical University was built in 1955 and completed in 1957, and after decades, it has now developed into a large tertiary first-class comprehensive hospital. The hospital covers an area of about 72,000 square meters and has 2,419 open beds. It has 5 national clinical key specialties such as general surgery, urology and intensive care medicine.

Taiyuan Coal Gasification Staff Hospital is a state-owned enterprise hospital, according to public information, the hospital was established in 1985, taiyuan coal gasification company to meet the health care needs of enterprise employees, family members and surrounding residents, on the basis of the original coal gangue medical clinic, established and developed a second-class B comprehensive hospital.

It is understood that as early as the end of 2017, in response to the call for the restructuring of state-owned enterprise hospitals, the First Hospital of Shandong Medical University signed a cooperation agreement with Taiyuan Coal Gasification Company to give full play to the technical and talent advantages of the hospital on the basis of Taiyuan Coal Gasification Staff Hospital, established the Coal Gasification Branch of the First Hospital of Shandong Medical University, incorporated it into the medical group of the First Hospital of Shandong Medical University, and adopted the corporate governance structure under the modern hospital management system, that is, the president responsibility system under the board of directors, to manage and establish a medical system with all-outpatient specialty characteristics.

This time, on the basis of the previous cooperation, it is a step further, while ensuring that the handover work is completed on schedule, the Taiyuan Coal Gasification Staff Hospital will be officially incorporated into its own command and become a part of the hospital. As the takeover comes to an end, the final destination of the state-owned hospital will also be settled.

Liu Chun, secretary of the Party Committee of the First Hospital of Shandong Medical University, said that the First Hospital of Shandong Medical University will take this acceptance work as an opportunity to plan from a high starting point and a high-level layout in the construction of the new hospital, give full play to the advantages in discipline construction, quality management, talent training and hospital operation, and promote the homogeneous management and homogeneous development of the new hospital and the old hospital.

Being taken over by a top three hospital is a good "homecoming"

According to the "Medical Community", in the context of the reform of corporate hospitals, in recent years, it is not uncommon for third-class hospitals like the First Hospital of Mountain Medical University to take over corporate hospitals.

Also in Shanxi, according to Linfen People's Hospital, at the end of November 2021, Linfen People's Hospital signed a handover agreement with TISCO Group Linfen Iron and Steel Co., Ltd. As a result, Lingang Hospital was officially transferred to the Municipal People's Hospital for management and operation.

It is reported that Linfen People's Hospital is a large-scale comprehensive tertiary first-class hospital with a staff of 1800 beds. Lingang Hospital was founded in 1958 as a comprehensive second-class B hospital.

On November 19, 2020, Handan Xinxing Jihua Group Company was officially handed over to Handan Central Hospital in Handan Staff Hospital.

In July 2020, Ordnance Industry Beijing North Hospital was officially transferred to the North Branch of Peking University Third Hospital.

In 2019, following the completion of the takeover of Tongling Pujiwei Farm Hospital by Tongling Municipal Hospital at the end of June, on December 27, the Guiye Branch of Guixi People's Hospital was officially inaugurated.

It is understood that as early as 2015, the "Guiding Opinions on Deepening the Reform of State-Owned Enterprises" issued by the CPC Central Committee and the State Council clearly pointed out that it is necessary to adopt methods such as separation and transfer, reorganization and restructuring, closure and revocation, etc., to divest the "three supplies and one industry" in the family areas of state-owned enterprise employees and the public service institutions such as hospitals, schools, and communities.

In 2017, the six ministries and commissions of the state issued the Guiding Opinions on deepening the Reform of Education and Medical Institutions Run by State-Owned Enterprises, which once again reiterated the task of enterprise hospital reform.

By March 2018, the Notice on Further Promoting the Social Functions of the Social Functions of the Independent Industrial and Mining Areas of State-Owned Enterprises further clarified that the medical institutions run by enterprises in large independent industrial and mining areas should be transferred to local governments, specialized institutions or enterprises as far as possible, and those that do not have market competitiveness should be withdrawn and merged, and from 2019 onwards, subsidies shall not be provided to medical institutions in any way.

Under the background of the continuous introduction of state-owned enterprise hospital reform documents, the action and extent of enterprise reform have been significantly accelerated. It is reported that since the national enterprise hospital began to reform in 2002, by the end of 2017, the number of unreformed enterprise hospitals has changed from more than 7,000 to more than 2,000.

However, due to the particularity of state-owned hospitals, there are various difficulties in stripping off the parent body, and the enterprise hospitals that were originally scheduled to be completed by the end of 2018 will only complete about 90%, on this basis, the national level has added a three-year buffer period.

As of the end of November 2021, according to the data reported by the SASAC at the media briefing, the completion rate of deepening reform in 1154 medical institutions run by central enterprises has reached 99.6%.

Among them, 228 medical institutions have been transferred to the local government to integrate into the local public health care system, which has promoted the equalization of basic public services; 359 medical institutions have realized professional operation and centralized management through the internal integration of central enterprises; 202 medical institutions have promoted reform through reorganization, restructuring, trusteeship, and handing over to local specialized platforms; 360 medical institutions run by enterprises with operational difficulties and lack of competitive advantage have been closed and revoked in an orderly manner, and hospital staff have been properly placed.

Some insiders said that for enterprise hospitals with similar "destiny", being taken over by well-known tertiary hospitals is undoubtedly a good "destination". The addition of a large number of high-quality medical resources can not only improve the medical level of the hospital itself, but also make it less difficult to operate and make profitable, which is a rare opportunity for the hospital to develop upwards; and as a new campus of the third-class hospital, while originally serving the staff and families of the enterprise, it can also radiate to more ordinary people and seek more benefits for the people.
