I. Strictly restrict travel to counties (cities, districts) where medium- and high-risk areas are located and counties (cities, districts) where positive infected persons are detected, and do not necessarily go to other counties (cities, districts) of the city where medium- and high-risk areas are located, and other counties (cities, districts) where positive infected persons are detected.
Second, employees in key risk positions such as imported cold chain food, border quarantine, port terminals, isolation sites, international transportation, and designated treatment hospitals should try to avoid travel. If you really need to travel, you must meet the requirements of more than 14 days after leaving the post, hold a 48-hour negative nucleic acid test report, and file with the unit where you work.
Third, fever patients, health code "yellow code" and other personnel should perform personal epidemic prevention responsibilities, actively cooperate with the implementation of medical institutions fever diagnosis screening, community health monitoring and nucleic acid testing and other measures, and do not travel until the risk of infection is eliminated.
Fourth, optimize and adjust the holiday and the time of returning to school and returning to work. Arrange winter vacation and spring semester return time in the staggered peak of colleges and universities, and do a good job in the management of students staying in school during the "two festivals". All production and operation enterprises should make overall arrangements according to the requirements of territorial prevention and control and the characteristics of the industry, combine the needs of work and the wishes of employees, reasonably adjust the time for enterprise holidays and resumption of work, guide migrant workers to return to their hometowns at staggered peaks, and do a good job of health monitoring of employees returning to work after the holiday and occupational health inspections before new employees take up their posts. Colleges and universities or enterprises with a large number of migrant workers should require students or migrant workers to return to school or work with a negative nucleic acid test certificate within 48 hours.

During the "two festivals" period, travel should understand the epidemic prevention and control policies of the destination in advance, perform the necessary approval procedures, actively cooperate with the traffic stations to implement prevention and control measures such as scanning codes and measuring temperature, standardizing the wearing of masks, etc., purchase tickets in real names, enter the seats, maintain safe social distance, strengthen hand hygiene, and do a good job in personal protection throughout the process.

Persons with a history of travel in key areas of the epidemic or overlapping with the trajectory of the case's activities should immediately take the initiative to report to the community (village) where they live, and cooperate with various prevention and control measures. All enterprises, public institutions, and employing units should strengthen the investigation of their own units and foreign personnel, and urge personnel from other cities to implement nucleic acid testing, health monitoring, and community (village) reporting in accordance with requirements.
7. Each street should organize a special team of community property, organ cadres (party members), community police, grid members, building chiefs, and volunteers to strengthen the management of personnel entering and leaving the residential areas in the jurisdiction, and if they find that there is a fever, a health code "yellow code" and a history of living in key areas of the epidemic, they must immediately implement prevention and control policies in accordance with relevant requirements.
Eighth, agriculture-related areas (cities, counties) should further strengthen the organization and leadership of rural epidemic prevention and control, implement the hierarchical guarantee system and the cadre sinking mechanism, normalize the investigation and control of people outside the rural areas, especially those who come (return) from key epidemic areas, and focus on strengthening the investigation and control of returnees in rural areas during the festival, so that no household is missed and no one is left behind. Urge returnees to do a good job of health monitoring, so that they do not go out or gather unless necessary. Strictly control the gathering activities in the village, reduce the scale and frequency of rural markets, and reduce the gathering and flow of people.
9. From now until March 15, 2022, in accordance with the principle of "non-essential non-holding", strictly control temple fairs, large-scale theatrical performances, exhibitions and promotions, event celebrations and other gathering activities, hold conferences, training, forums and other activities, shall strictly control the number of participants, and try to hold them online or video. Catering units that undertake banquets with more than 5 tables and other dining activities must strictly do a good job in epidemic prevention and control, ensure that dining personnel enter the dining place after implementing measures such as scanning codes, measuring temperature and wearing masks, and do a good job of ventilation and disinfection of restaurants; individuals who hold banquets with more than 5 tables and other dining activities should report to the local community (village) and implement the requirements for epidemic prevention and control in the territory.
X.
