Chengdu public security cracked the country's first drug-related case tried in a triad nature

On December 15, the Chengdu Municipal Public Security Bureau held a press conference on the anti-drug work of "Safe Chengdu • Report to the People". At the meeting, the results of the people's war against narcotics in Chengdu over the past three years were reported and two typical cases were released.

In order to fight the three-year people's war against narcotics, the Chengdu anti-narcotics department has persisted in taking the special struggle against organized crime and evil forces as the guide, implemented the mobilization of the whole police, cracked down on drug lords, cut off the economy, and systematically promoted the whole chain of crackdowns on drug violations and crimes. Establish a regional anti-drug cooperation mechanism in Chengde Meizi, and continuously strengthen regional coordination; strengthen coordination with procuratorial and legal departments, significantly improve the quality of law enforcement and case handling, and continuously strengthen the crackdown deterrence. In the past three years, the city has cracked a large number of criminal drug cases and smashed a number of drug-related gangs. Among them, the "5.24" series of extraordinarily large transnational drug smuggling cases and the Ministry of Public Security's Drug Target Case No. 2018-689 have greatly deterred drug criminals.

In August 2018, under the direct command of the Ministry of Public Security and the Provincial Public Security Department, Chengdu launched a coordinated operation of public security organs in nine provinces (autonomous regions and municipalities directly under the central government) including Yunnan, Chongqing and Xinjiang. After nearly a year of arduous struggle, he traveled to the Sino-Burmese border, Yunnan, Hunan, Chongqing, Guangdong and other places to carry out international anti-drug cooperation with overseas police, and the Chengdu anti-narcotics department successfully cracked the "5.24" series of extraordinarily large transnational drug smuggling cases, arrested 13 suspects involved in triad and drug-related crimes headed by Bai Youri, transported 35 drug "horse boys", and seized 30.5 kilograms of heroin.

It has been learned that this case is the first drug-related case in the country to be tried in the nature of a triad, in which the transnational transport and heroin gang headed by drug lord Bai Youri published recruitment information through the Internet to lure domestic job seekers who "do not take drugs," "have no criminal record," and are in good health to Myanmar, concentrate on guarding them in drug-swallowing points, and use violent beatings, coercion, and other means to force the deceived people to smuggle drugs through the method of hiding drugs in their bodies. The detection of this case cut off a drug trafficking channel that radiated from Myanmar through the Border of Yunnan.

On January 6, 2019, under the guidance of the Narcotics Control Bureau of the Ministry of Public Security and the Sichuan Provincial Public Security Department, the Chengdu Municipal Public Security Bureau, together with the Public Security Bureau of Hanzhong City, Shaanxi Province, jointly investigated the Sichuan-Shaanxi branch of the Ministry of Public Security's Drug Target Case No. 2018-689, destroyed a drug-making den located in Huangzi Village, Bashan Town, Hanzhong City, Shaanxi Province, arrested 10 criminal suspects led by Zhang Mou and Liu Moude, seized about 69 kilograms of methamphetamine crystals, liquids, about 217 kilograms of ephedrine and ephedra extract, a large number of drug-making tools and raw materials, and 1 vehicle for committing the crime. Successfully destroyed this cancer that spanned Sichuan and Shaanxi provinces.

In the second half of 2018, after discovering the criminal clues of the gang, the Chengdu special case team carried out an investigation for more than 2 months and worked closely with the Shaanxi police. At the end of the year, the special case team went to Shaanxi to meticulously investigate the alpine snow in the uninhabited mountainous area of Hanzhong, Shaanxi Province, and searched on foot, and after 23 days, finally discovered the drug-making dens. On January 5, 2019, the task force launched an arrest operation. From the evening of January 5 to the next day, the arrest team climbed in the snow on foot for more than 7 hours overnight to reach the designated location, and arrested 10 suspects of drug production led by Zhang Tao and Liu Mingde in one fell swoop.
