The intertwining of the two began in the 1990s. At that time, Wang Like served as the deputy director of the Public Security Bureau in Beizhen County, Jinzhou City, Liaoning Province, and got acquainted with Lou He, who was "fishing for the wrong door" in the local area. In the following 20 years, Louhe went from initially operating casinos to developing into a local mafia-related organization that was violently harmed, and then to turning into the underground after making a fortune, relying on Wang Like's protection all the way, Louhe gave Wang Like a total of more than 80 million yuan in property.
"Zero Tolerance" mentioned that in the early 1990s, Lou He opened a number of casinos and entertainment towns in Beizhen, and began to pay bribes to Wang Like, who was in charge of public security. The local police had received reports that they wanted to investigate Louhe, but Wang Like stopped and reprimanded him severely; when there was an anti-crime operation in the province and city, Wang Like sent a message to Louhe in advance; he also abused his police power to help Louhe suppress competitors. With his promotion, Wang Like was worried that lou he had affected his career. On November 17, 2020, about three weeks after Wang Like voluntarily surrendered, Lou He was arrested in Jilin Province.
