Lanzhou City

"2.03" telecommunications network fraud case

On February 3, 2021, based on the reports of the masses, the public security organs of Lanzhou City quickly identified a new type of recommended stock telecommunications network fraud case that used platforms such as the "Qianmou Plus" App to induce the victim to invest in stocks, defrauded high handling fees, and embezzled the victim's funds by creating high-frequency transactions. On March 22, 2021, the Lanzhou Municipal Public Security Organs organized more than 300 police forces to carry out a joint crackdown, successfully closed the network in Chengdu, Sichuan, Huaihua, Hunan, Fuzhou, Fujian and other places, arrested 102 criminal suspects, cracked more than 200 cases involving more than 20 provinces and municipalities across the country, and realized the whole chain of crackdowns on telecommunications network fraud.

Longnan City

"3.16" excavation of ancient cultural sites and ancient tombs

In March 2021, the public security organs of Longnan City, based on the clues of the excavation of ancient tombs in Lixian County reported by the Provincial Public Security Department, analyzed and judged by using comprehensive investigation methods, and found that Zhao and others were suspected of major crimes. Linxia Prefecture

"2.26" fraud export tax rebate case

In May 2021, after nearly four months of meticulous investigation, the public security organs in Linxia Prefecture cracked a case of false invoicing and tax fraud, smashed a chain-type tax-related criminal gang, destroyed 2 criminal dens, and arrested 14 criminal suspects. After investigation, since 2013, criminal suspect Ma Mou and others have issued a large number of false special VAT invoices for 27 downstream enterprises in Henan, Jiangxi, Shaanxi, Hebei and other provinces and cities without actual transactions. Since 2017, Ma has colluded with Zhao and others to fabricate import and export trade of goods and defraud export tax rebates. Ma and others issued a total of 1,017 special VAT invoices, with a total price and tax of 108 million yuan, defrauded export tax rebates of more than 10.58 million yuan, and declared tax exemptions of more than 1.69 million yuan.

Zhangye City

"5.06" Wang Mou's Mafia-type Organization Case

In August 2021, the Zhangye City public security organs destroyed the mafia-type organization headed by Wang Mou in one fell swoop. After investigation, since 2006, Wang Mou and others have gradually formed a mafia-type organization with more than 60 people participating in the release of their sentences and idle people in society, and have begun to illegally intervene in civil disputes, starting from acting as an "underground law enforcement team" to obtaining economic benefits, to meddling in engineering projects to grab higher economic interests, and then getting involved in the real estate market, "protecting businessmen with blacks and raising blacks with businesses", and occupying Zhangye City for more than 10 years. Wang Mou and others have used violence, threats or other means to organize and carry out illegal and criminal activities such as picking quarrels and provoking troubles, illegal detention, and gathering crowds to fight, causing an extremely bad social impact. A total of 124 criminal suspects were arrested in this case, 28 criminal cases were cracked, and hundreds of millions of yuan in black-related assets were cracked.

Dingxi City

"10.21" child abduction case

On October 21, 2009, Yang Mou, a 4-year-old boy from Pandagou Village, Qingshui Township, MinXian County, Dingxi City, was forcibly snatched away by a motorcycle while playing at the entrance of the village. Since the launch of the "reunion" operation in 2021, the public security organs of Dingxi City have focused on re-sorting out the clues of Yang's abduction case and carrying out a new round of investigation. On October 29, 2021, the police found through technical comparison that a middle school student in Changwu County, Shaanxi Province, was very similar to the abducted Yang, and passed the inspection and identification of the abducted child Yang. On December 3, 2021, the main suspect in the case, Zhang Mouwa, was arrested in Xinjiang, and the criminal suspects Zhang Moutao and Zhang Mouzhong were also arrested. After investigation, the 4-person child abduction and trafficking criminal gang headed by Zhang Mouwa carried out 4 cases of child abduction and trafficking in Dingxi and Gannan. At present, all four abducted children have been successfully recovered.

"1.21" trafficking in new drugs

In January 2021, the Lanzhou municipal public security organs discovered in their work that someone was selling synthetic marijuana cigarettes through the Internet. After nearly a year of investigation, the special case team destroyed an extraordinarily large network drug trafficking gang involving 17 provinces and cities, including Beijing, Heilongjiang, Shanghai, Zhejiang, Anhui, Hubei, Hunan, Guangdong, Chongqing, Sichuan, Tibet, Shaanxi, Gansu, Qinghai, Ningxia, and Xinjiang, arrested 53 people who violated the law and committed crimes, and seized 7250 grams of synthetic cannabinoid liquid, 3.6 grams of marijuana, 158.02 grams of heroin, and 27 grams of opium.

Among the "Top Ten Fine Public Security Cases in the Province in 2021", the other two cases are the "1.10" manufacturing and selling of fake cigarettes in Tianshui City and the "4.19" cross-border Internet gambling case in Jiuquan City.
