In order to implement the spirit of the "Several Opinions of the Central Committee of the Communist Party of China and the State Council on the Deepening Reform and Standardized Development of Preschool Education", "Several Opinions of the State Council on the Current Development of Preschool Education" and the "Implementation Opinions of the Shanghai Municipal Committee of the Communist Party of China and the Shanghai Municipal People's Government on Promoting the Deepening Reform and Standardized Development of Preschool Education", the "Regulations on Preschool Education and Childcare Services in Shanghai" and the "Notice of the Shanghai Municipal Education Commission on Doing a Good Job in the Admission of School-age Children in the Preschool Education Stage in Shanghai in 2024" The relevant provisions of the district, to further standardize the district's school-age children's kindergarten work, to better provide parents with kindergarten guidance services, is now to do a good job in the district's 2024 preschool education stage of school-age children into the kindergarten work put forward the following opinions.
First, the principle of work
(1) Unified deployment. According to the requirements of the Municipal Education Commission, the kindergarten is unified planning, unified deployment, unified promotion, unified implementation, combined with the actual situation, in accordance with the time nodes of the work, a network to facilitate parents, orderly development of school-age children into the kindergarten work. (2) Standardize procedures. Adhere to the principles of lawfulness and regulations, openness, fairness and justice, and standardize the enrollment process. All kinds of kindergartens shall not be tested and disguised tests for school-age children and parents, shall not harm the physical and mental health of children, shall not enroll students in advance, accept the supervision of all parties, and effectively safeguard the legitimate rights and interests of children. (3) Overall planning and coordination. Adhere to the premise that households are consistent in entering the kindergarten priority, according to the allocation of kindergarten resources, in accordance with the relative proximity, the total control of the number of classes, the overall coordination of children's kindergarten work.
Second, the content of the work
On April 16, the enrollment policy of Jinshan District Kindergarten was announced. The kindergarten work of school-age children in this district is mainly divided into three stages: information registration, registration verification and admission notice.
From April 16th to April 21st, kindergartens in the district can carry out online kindergarten open day activities through websites, WeChat public accounts, etc., and public kindergartens will arrange offline kindergarten guidance on April 20.
(1) Information registration
From April 22nd to April 29th, the guardians of school-age children in the district will register their information through the Shanghai school-age children's admission information registration system (log in to the special column of "2024 school-age children's admission to kindergartens" on the homepage of the "Shanghai One Network Communication Office" website, website: https://zwdt.sh.gov.cn, or log in to the homepage of the mobile terminal of "Suibid" "2024 school-age children's admission to kindergartens"). During this period, the district will arrange offline service points to help guardians of young children who are unable to complete the information registration on their own.
1. The scope of the registration object
The objects of information registration in 2024 are school-age children born between September 1, 2020 and August 31, 2021.
Children who sign up for kindergarten nursery classes and middle and large classes are not the subject of this unified admission information registration.
2. Qualifications for registration and children
School-age children and guardians must hold one of the following documents according to their own circumstances:
(1) Household registration in this city: resident ID card (number).
(2) Non-Shanghai household registration: Shanghai Residence Permit or Shanghai Residence Registration Certificate, Mainland Travel Permit for Hong Kong and Macao Residents or Residence Permit for Hong Kong and Macao Residents, Mainland Travel Permit for Taiwan Residents or Residence Permit for Taiwan Residents.
(3) Foreigner: passport.
3. How to register
Guardians of school-age children register their children's admission information through the "Shanghai School-age Children's Admission Information Registration System", and obtain the "Shanghai School-age Children's Kindergarten Admission Information Registration Form" (hereinafter referred to as the "Registration Form") and registration number. The "Registration Form" and the registration number are used as the vouchers for the verification of the child's admission to the kindergarten.
4. Confirmation and modification of information registration
The guardian of school-age children shall enter or confirm the name, ID number, residence and other information related to the guardian and the child provided by the municipal electronic license database.
(1) If it is found that the information in the "Shanghai School-age Children's Admission Information Registration System" is inconsistent with the actual situation, the guardian can modify it in the system according to the information of the certificate he holds.
(2) For children who have completed all kinds of documents required for admission to the kindergarten, but have not displayed the information in the "Shanghai School-age Children's Admission Information Registration System", the guardian can register according to the information of the certificate held.
(3) For children who do not apply for various certificates on time due to special circumstances, the guardian can go to the kindergarten for information supplementary registration during the registration verification stage.
(4) After the guardian has successfully registered the information, in principle, the information cannot be modified. If there is a real need to modify the information, the guardian shall complete the modification of the information during the registration verification stage with the relevant supporting materials.
(2) Registration verification
1. Online registration
From May 9th to May 31st, the guardians of school-age children who have completed the information registration log in to the "Shanghai School-age Children's Admission Information Registration System" in the "District Registration", and enter the "Shanghai Jinshan District Children's Kindergarten Registration System" through the "Jinshan District", improve the registration information, and independently choose public or private kindergartens to submit registration (public and private kindergartens can only register one category).
2. Upload materials
(1) Children with household registration in the city: upload the original documents such as the child's household registration certificate, real estate information, children's ID photo, and birth certificate according to the registration information.
(2) Children with non-household registration in Shanghai: Upload the original documents such as household registration certificate, real estate information, children's ID photo, birth certificate, and Shanghai residence permit according to the registration information.
Category 1 (if one parent pays social insurance): Shanghai Residence Permit within the validity period of one parent, proof of participation in social insurance for employees in Shanghai (at least 6 months), as well as original documents such as household registration certificate, child ID photo, birth certificate, etc.
The second category (parents have not paid social security): the "Shanghai Residence Permit" of one of the parents within the validity period, the "Employment and Unemployment Registration Certificate" of the flexible employment registration certificate completed by the affairs reception center of each town, street and high-tech zone in Jinshan District, as well as the original household registration certificate of the child, the child's ID photo, the birth certificate and so on.
3. Online verification
Each kindergarten will verify the registration materials online from May 24th to May 31st. Guardians of school-age children shall register for admission and online verification in accordance with the enrollment policy and registration methods of the kindergarten where the kindergarten is registered. The electronic license in the mobile terminal of "Sui Shen Ban" or the website of "Shanghai One Net Office" is used with the same effect as the paper certificate. The guardian of the child is responsible for the authenticity of the information filled in the registration platform, and will implement a "one-vote veto" for providing false information.
Guardians of school-age children who fail to go through the registration formalities within the time limit will be the target of co-ordination. If there is a reason why online registration and verification cannot be carried out, and the registration information cannot be submitted on time, parents can contact the kindergarten for offline supplementary verification with relevant supporting materials.
(1) If the guardian of the child has not registered the information within the time limit, he or she will register online in the corresponding kindergarten in his place of residence on May 25 and May 26, and the kindergarten will provide online registration verification services, and the admission depends on the number of students.
(2) On June 8 and June 9 (8:30-11:30, 13:00-16:00), the District Education Bureau will provide information supplementary registration services for the guardians of young children who have not yet registered for information, and the guardians of young children will go to the North Building of Jinshan District Education Development Information and Examination Center (No. 289, East Gate of Shihua Second Village) to handle the supplementary registration of children's information and obtain the "Registration Form". The order and place of information registration are not directly related to whether or not to admit information.

In accordance with the principle of "priority arrangements for school-age children with consistent household registration in the city and district, and gradual resolution of non-household registration in the city according to the certificate", the specific admission methods are as follows:
1. Public kindergartens implement the method of new students entering the kindergarten according to their household registration. First of all, it is necessary to meet the children of the same households in the district, and then according to the situation of the school places, coordinate and solve the problem of other children who are not consistent with the households to enter the kindergarten "relatively nearby".
"Relatively nearby" is not "closest to home", it means: the district education bureau according to the district's public kindergarten resource allocation and the needs of school-age children, reasonable planning of public kindergarten enrollment scope and number, to provide children with "relatively nearby" kindergarten places.
When the number of registrations exceeds the number of enrollment plans of the corresponding public kindergartens, according to the principle of consistent priority of children's households with household registration in the district, enrollment will be carried out in the following order, until the enrollment is full:
(1) The households of school-age children in the city and district are the same, and the property owner of the place of residence is the parents or school-age children themselves, and they have all the property rights, and the head of the household is the parents of the school-age children or the school-age children themselves.
(2) The households of school-age children in the city and district are the same, and the property owner of the place of residence is the grandparent or maternal grandparent, and has all the property rights;
(3) The school-age children in the city and the district are separated, and the property owner of the place of residence is the parents or the school-age children themselves, and they have all the property rights.
(4) The school-age children in the city and the district are separated, and the property owner of the place of residence is the grandparent or maternal grandmother, and has all the property rights.
(5) Other circumstances
If the same conditions are met, the order of arrangement will be sorted according to the length of time for the real estate certificate (the length of the year is preferred), and when the length of the real estate certificate is the same, the order will be the length of the school-age children's household (the length of the year is preferred) until the quota is full. The deadline for the recognition of household registration and real estate is April 28, 2024.
2. The school-age children who meet the registration scope and are not registered in the city shall be coordinated in accordance with the "Shanghai Residence Permit" and other conditions, and the admission will depend on the number of places. School-age children can voluntarily choose to attend private kindergartens. Foreign, Hong Kong, Macao and Taiwan children shall refer to this article.
3. All kinds of preferential care personnel and introduced talents shall be implemented in accordance with relevant policies.
4. July 1-2 kindergarten issued the city's household registration children's admission notice; July 9-10 issued non-municipal household registration children's admission notice.

1. The enrollment measures for school-age children will be announced to the public on July 1.
2. 3.
