In order to thoroughly study and implement Xi Jinping's thought on the rule of law and further standardize the comprehensive administrative law enforcement work of the emergency system, the Municipal Emergency Management Bureau formulated and issued the "Guiding Catalogue of Comprehensive Administrative Law Enforcement Matters for Emergency Management in Tianjin (2023 Edition)" issued by the Ministry of Emergency Management, combined with the local regulations and rules on production safety in Tianjin, to clarify law enforcement matters and further strengthen the management of law enforcement matters such as administrative punishment and administrative compulsion.
The guidance catalogue brings together a total of 326 administrative penalties and administrative compulsory matters set by 47 laws, regulations, and rules of the state and our city on production safety and earthquakes issued and implemented before December 31, 2023, including 324 administrative penalties and 2 administrative compulsions. Law enforcement matters mainly include hazardous chemicals, industry and trade, non-coal mines, fireworks, accident investigation and handling, emergency management, intermediary management, earthquakes, etc. Administrative coercion is the sealing, seizure and cessation of power supply, cessation of the supply of explosives for civilian use, and other measures.
In accordance with the requirements of the "Notice of the General Office of the State Council on Matters Related to Comprehensive Administrative Law Enforcement of Emergency Management", the Municipal Emergency Management Bureau has released the "Guiding Catalogue of Comprehensive Administrative Law Enforcement Matters for Emergency Management in Tianjin" through the official website, and at the same time incorporated the guidance directory into the Municipal Emergency Management Law Enforcement Platform, further strengthened the performance of duties and responsibilities, and gave full play to the role of the rule of law in consolidating the foundation, stabilizing expectations, and benefiting the long-term, so as to contribute to the high-quality development of the city.
