In recent years, Yunyang County, Chongqing Municipality has conscientiously implemented General Secretary Xi Jinping's "four strictest" requirements for food safety and a series of important expositions on food safety, taking the creation of a national food safety demonstration city as the starting point, preventing and resolving major risks in the whole chain and the whole process, and keeping the bottom line that no food safety accidents have occurred for many years, and the county's food safety satisfaction in 2023 will be 87%, an increase of 7 percentage points compared with the beginning of the city.

The responsibility is upgraded, and the party and government are promoted from a high position

First, strengthen organizational leadership. The main leaders of the county government serve as the leader of the county food and drug safety committee, and effectively form a food work pattern led by the party committee, led by the government, coordinated by departments, and participated by the society. The second is to improve the top-level design. In-depth implementation of the food safety strategy, food safety work into the "14th Five-Year Plan", economic development performance assessment indicators, local party and government leadership groups and leading cadres performance evaluation indicators, the important content of the county party committee's inspection, safety construction and comprehensive social governance, written into the party congress report, government work report. Establish a regular study of food safety work system by the party committee and the government, and incorporate the normalization of food work into the agenda of the standing committee meeting of the county party committee and the executive meeting of the county government, and the main leaders and leaders in charge of the county party committee and the county government have dispatched food safety work 26 times, effectively solving the key and difficult problems of food safety. The third is to consolidate territorial responsibility. The main leaders of the county party committee and the county government took the lead, and more than 1,300 cadres in the county took the initiative to perform their duties, guaranteeing more than 8,000 food production and operation entities in the county, and effectively achieving full coverage of the guarantee and no dead ends in supervision. In 2023, the county's in-production and on-operation food production and operation entities will reach 100% of the guarantee coverage rate, quarterly supervision completion rate, food safety director and food safety officer allocation rate, ranking first in the city for four consecutive quarters.

Improve the efficiency of supervision and escort a better life at a high level

The first is to implement the main responsibility of enterprises. On the wall food safety information publicity board, food safety publicity wall hanging, food safety insurance publicity card and other "three cards", issued to fulfill the main responsibility of food safety file bag, lighting the main responsibility of the enterprise. We will make every effort to build 2 municipal-level civilized table food safety demonstration streets, 21 municipal-level civilized table food safety demonstration units, 12 standardized rural food stores and 2 county-level nutrition and health restaurants, and carry out 26 exchange and observation activities, so as to promote food production and operation enterprises to take the initiative to "catch up with learning" and lead the new atmosphere of food safety in the county. The second is to consolidate the foundation of "one old and one young" food safety. A total of 1,403 "Internet + Bright Kitchen + AI Identification" kitchens have been built in the county, of which school canteens, canteens of elderly care institutions, and canteens of medical institutions are fully covered, and the number of construction ranks among the top in the city, ranking first in northeast Chongqing. The third is to innovate food safety supervision. Guide 2,418 food production and operation enterprises in the county to take the initiative to purchase food safety liability insurance, the main body of takeaway catering service operators fully implements the "food safety seal", and more than 500 takeaway catering service operators have completed the construction of "Internet + bright kitchen and bright stove + AI recognition" kitchen, so that the masses can consume more at ease. The first batch of 18 high-risk food production enterprises in the county have been connected to the "Smart Sunshine Factory" platform, and the real-time online food safety risk management and hidden danger warning of enterprises have been online, and the food safety level of enterprises has been significantly improved. Fourth, strengthen risk monitoring and early warning. Since its establishment, more than 4,000 batches of food and edible agricultural products have been sampled every year, the pass rate of agricultural product safety monitoring has continued to maintain more than 98.5%, the pass rate of food evaluation sampling inspection has been stable at more than 98%, and the disposal rate of unqualified food after verification has reached 100%. The city took the lead in holding emergency drills for major sports events in catering service food safety, improved emergency response capabilities, and resolutely maintained the bottom line of no food safety accidents.

Improve the quality of services and help the development of the industry with high quality

The first is to serve the temperature in the front. Establish a "two-way internal and external" and "tripartite and double-line" linkage mechanism, provide more than 300 pre-services such as site selection, design, process layout, personnel training, etc., and explore the establishment of a "joint license" system for food business, which shortens the processing time of food production and operation entities by more than 50% on average, and effectively reduces the institutional cost of food subjects. The second is to improve quality first. Create national and municipal standardization pilot demonstration projects such as Longgang tea, Nixi black fungus, Three Gorges Yangju, citrus, chili pepper, olive, etc., release the group standards of "Yunyang Fresh Noodles" and "Three Gorges Yangju", 32.6% of the food production enterprises have formulated record enterprise standards, and 45.5% of the food production enterprises above the scale have passed the quality management system certification, accounting for the first place in Northeast Chongqing and the fifth in the city. Vigorously develop the food and drug inspection and testing service industry, and Yunhai Testing and Wanli Pharmaceutical were selected as the public service platform for inspection and testing of Chongqing's modern manufacturing industry. The third is the brand leading activation force. "Yunyang Red Orange" successfully registered the geographical indication certification trademark and won the Chongqing Trademark Brand Award. "Three Gorges Yangju" registered Madrid trademark, going abroad, fragrant overseas. To build a platform for the linkage of intellectual property offices and government-enterprise cooperation to help the innovation-driven development of the industry, Honglin Food and Yulu Food have passed the "Enterprise Intellectual Property Management System Certification". The main body of food and agricultural products in the county increased by 24.6% year-on-year, and registered trademarks accounted for 52.2% of the total.

Publicity and promotion, high-level construction of co-governance pattern

The first is to improve the supervision mechanism. Establish a "seven-in-one" supervision and inspection mechanism for food safety departments, industries, territories, society, media, public procuratorate and law, discipline inspection and supervision, actively invite people's congress deputies, CPPCC members and media reporters to participate in food safety supervision, and carry out more than 320 joint inspections, "food safety you and I check together", "you point me to check" and "you send me for inspection" and other activities to promote food safety "social co-governance and national sharing". The second is to unblock the channels of supervision. Carry out in-depth online and offline integrated supervision, establish a closed-loop disposal system of online acceptance of complaints and reports, offline follow-up investigation and handling, real-time online feedback of results, and whole-process tracking and supervision, and seamlessly connect with the national 12315 platform to quickly handle food safety complaints and reports, with a completion rate of 100% and a stable mediation success rate of more than 90%, ranking in the forefront of the city for two consecutive years. The third is to strengthen grid management. In accordance with the principle of "moderate scale, convenient management, and clear definition", the county's 9,382 food production and operation entities are divided into 475 grids for management, and the food safety coordinator serves as the grid leader. Continue to standardize the employment, management, assessment, and subsidy systems, regularly carry out special business training, and effectively play the role of "informant", "propagandist" and "supervisor" of the grid chief. Fourth, deepen publicity and guidance. We have carried out more than 3,000 activities such as "entering towns, communities, farmers' markets, squares, schools, and institutions" and distributed more than 30,000 copies of publicity materials such as "A Letter to the Parents and Teachers of Students", "Food Safety Yunyang Creation Proposal" and "Food Safety Yunyang Creation Knowledge Booklet", and posted more than 100,000 copies of various logos such as food safety creation posters, publicity wall hangings, and table stickers. The lamppost broadcasts public service advertisements for food safety creation in a loop throughout the year, sends SMS reminders to the people of the county, and produces more than 10 small food safety publicity videos, which significantly improves the people's satisfaction with food safety and the awareness of food safety creation, and makes every effort to build a new pattern of social co-governance and sharing of food safety.
