Specifically, the above work will be carried out from four aspects, including improving the support policy, studying and clarifying the support policies such as the continuation of the preferential car purchase tax as soon as possible, and optimizing the "double integral" management method.

According to data from the China Association of Automobile Manufacturers, in the first quarter of this year, the cumulative production and sales of new energy vehicles in mainland China reached 1.293 million units and 1.257 million units, respectively, an increase of 1.4 times year-on-year; the market penetration rate was 19.3%, an increase of 11.4 percentage points year-on-year, an increase of 5.9 percentage points over the whole of 2021.

Among them, the cumulative sales of New Energy Passenger Vehicles of Chinese brands increased by 1.5 times year-on-year, higher than the overall growth rate of the market. In the total sales of passenger cars, Chinese brands accounted for 75.1% of sales, an increase of 2 percentage points over the same period last year.

In terms of fuel cell vehicles, the cumulative production and sales in the first quarter increased by 7.2 times and 3.9 times year-on-year, respectively, and the cumulative output of models in the power exchange mode was close to 40,000 units, an increase of 82% year-on-year. In addition, in the first quarter, a total of 492,000 charging piles of various types were built, an increase of 3.6 times year-on-year, of which 85,000 were public piles and 407,000 private piles, an increase of 1 times and 5 times respectively year-on-year; 154 substations were completed, an increase of 1.6 times year-on-year.

Based on this status quo, whether the double points policy will usher in an adjustment has attracted much attention. Luo Junjie's speech at the press conference of the State Council's new office also gave the industry a "reassuring pill".

Implement the action of tackling the tough problems of automotive chips

Promote the integration and development of electrification and intelligent networking technology, further improve the safety of power batteries, low temperature adaptation and other performance, accelerate the application of 5G and vehicle-road collaboration technologies, and continuously improve the quality of new energy vehicle products and driving experience.

The third is to promote the promotion and application, and will continue to carry out the pilot work of new energy vehicles going to the countryside and the power exchange mode, and start the pilot project of fully electrifying vehicles in the public sector. According to data from the China Association of Automobile Manufacturers, the cumulative sales volume of new energy vehicles going to the countryside in 2021 was 1.068 million units, an increase of 169.2% year-on-year, and the growth rate was about 10 percentage points higher than the growth rate of the overall new energy vehicle market, and the contribution rate was close to 30%.

The fourth is to strengthen the guarantee of stable operation, moderately accelerate the progress of domestic resource development, work with relevant departments to resolutely crack down on unfair competition such as hoarding and price gouging, and promote the return of raw material prices to rationality as soon as possible. Give play to the role of the automotive industry chain supply chain smooth coordination platform, and strive to ensure the production and supply of parts. It is worth noting that recently, Shanghai issued and implemented the "Work Plan on Carrying Out the Operation of Key Enterprises (Trial)", issued the "Guidelines for the Prevention and Control of the Epidemic of the Resumption of Work and Production of Municipal Industrial Enterprises (First Edition)", and established a "white list" system for key enterprises to start the implementation of the resumption of work and production. Among them, there are 666 enterprises in the "white list" of the first batch of key enterprises that have resumed work, of which 249 are related to automobiles, accounting for more than 37%.

In addition, as of April 16, China FAW's five OEMs in Changchun had all resumed work, with a total of 7,438 people returning to work. At present, FAW Hongqi Ulsan Plant and FAW-Volkswagen have rolled off the production line, and FAW Besturn and FAW Jiefang have completed the commissioning of production lines and started production on April 17. In addition to vehicle companies, more than 20,000 of China FAW's 276 parts suppliers have returned to work.
