On December 31, 2021, the Ministry of Finance, the Ministry of Industry and Information Technology, the Ministry of Science and Technology, the National Development and Reform Commission and other four ministries and commissions jointly issued the Notice on the Financial Subsidy Policy for the Promotion and Application of New Energy Vehicles in 2022 (hereinafter referred to as the Notice). The "Notice" said that the subsidy for the promotion and application of new energy vehicles will be steadily declining; in 2022, the subsidy standard for new energy vehicles will be reduced by 30% on the basis of 2021; the subsidy standard will be reduced by 20% on the basis of 2021 for urban buses, road passenger transport, taxi (including online car-hailing), sanitation, urban logistics and distribution, postal express, civil aviation airports and party and government organs.

According to the "2022 New Energy Vehicle Promotion Subsidy Plan", under the new energy subsidy policy in 2022, the pure electric passenger car with a cruising range of 300-400 km (including 300 km) is subsidized by 0.91 million yuan, the pure electric passenger car with a cruising range greater than 400 km (including 400 km) is subsidized by 12,600 yuan, and the subsidy for plug-in hybrid (including extended range) passenger car is 0.48 million yuan.

At the same time, the Notice clearly states that in order to maintain the good development momentum of the new energy vehicle industry, comprehensively considering factors such as the development plan of the new energy vehicle industry, the market sales trend and the smooth transition of enterprises, the subsidy policy for the purchase of new energy vehicles in 2022 will be terminated on December 31, 2022, and the vehicles licensed after December 31, 2022 will no longer be subsidized. This means that 2022 will be the last year to implement the subsidy policy for new energy vehicles.

Mainland China's subsidies for new energy vehicles can be traced back to 2009. Since 2009, the central government has given subsidies to the promotion and application of new energy vehicles, as of now, the mainland new energy vehicle market has enjoyed 12 years of policy subsidy dividends; according to the Beijing News, preliminary statistics, by the end of 2021, the Ministry of Finance has announced 19 batches of new energy vehicle promotion and application subsidy funds liquidation review, the cumulative amount of more than 140 billion yuan.
