On January 18, Xiao Yaqing, convener of the inter-ministerial joint meeting on energy conservation and new energy automobile industry development, secretary of the party group and minister of the Ministry of Industry and Information Technology, presided over the 2022 annual work conference of the inter-ministerial joint meeting. The meeting requested that in 2022, we should vigorously promote the high-quality development of the new energy automobile industry, and study and clarify the support policies such as the continuation of the preferential tax on the purchase tax of new energy vehicles as soon as possible.

The meeting demanded that we should adhere to the development direction of electrification, networking and intelligence, deeply implement the "New Energy Automobile Industry Development Plan (2021-2035)", increase the intensity of work, strengthen overall coordination, improve support policies, and solidly promote the new energy automobile industry to a new level.

At present, new energy vehicles present a good situation of "double improvement" of market scale and development quality, with a total of 3.521 million new energy vehicles sold in 2021, an increase of 1.6 times year-on-year, promoting the end of automobile production and sales for 3 consecutive years, ranking first in the world for 7 consecutive years, and the proportion of domestic sales of Chinese brands reached 76%. The innovation ability has been significantly improved, and the computing power of vehicle-mounted lidar and artificial intelligence chips has reached the international advanced level. The supporting environment continued to be optimized, the construction of charging and replacing infrastructure was further increased, 936,000 charging piles, 14,000 charging stations, and 725 replacement power stations were built, an increase of 193%, 90%, and 356% respectively year-on-year, more than 10,000 power battery recycling service outlets were set up, and 45 backbone enterprises were cultivated for echelon and recycling.

The meeting demanded that 2022 is a key year for new energy vehicles on the mainland to take advantage of the momentum and accelerate development, and to make new contributions to expanding consumption and stabilizing the industrial economy. It is necessary to implement the carbon peak carbon neutrality goal, compile a roadmap for the green development of the automobile industry, study and clarify support policies such as the continuation of new energy vehicle purchase tax preferences as soon as possible, improve the point management requirements, and stabilize market expectations. It is necessary to make overall plans to make up for the short board and forge the long board, accelerate the breakthrough of key technological innovation and industrialization such as power batteries, operating systems, and automotive chips, and further enhance the stability and competitiveness of the industrial chain. It is necessary to make good use of the domestic and international markets, accelerate the construction of charging and replacing infrastructure, solve the problem of "charging difficulties" in old residential areas and highways, improve the level of electrification of vehicles in the public sector, and coordinate to promote technology, products, services and standards to "go global". It is necessary to adhere to the equal emphasis on open source and throttling, improve the ability to guarantee key resources, improve the power battery recycling system, and improve the recycling ratio and utilization efficiency. It is necessary to further strengthen safety supervision, improve the relevant standards for functional safety, data security, and network security, consolidate the main responsibilities of production enterprises, accelerate the construction of a systematic, scientific and standardized safety supervision system, improve the intrinsic safety level of new energy vehicles, enhance and expand the sense of consumer acquisition, and lay a solid foundation for the healthy and sustainable development of the industry.
