The "Heilongjiang New Energy Automobile Industry Development Plan" is open for comments

Recently, the Provincial Department of Industry and Information Technology and the Society of Automotive Engineers of China jointly studied and drafted the "Heilongjiang New Energy Automobile Industry Development Plan (2022-2025)" (Draft for Comments). Our province will regard the new energy automobile industry as an important strategic industry and include it in the province's industrial revitalization plan. By 2025, the overall strength of the province's new energy automobile industry will be significantly enhanced, the ability of technological innovation will be significantly improved, and the scale of production and marketing will continue to grow.

The "Heilongjiang New Energy Automobile Industry Development Plan (2022-2025)" (hereinafter referred to as the "Planning") is divided into five parts and nineteen paragraphs, with about 13,000 words.

The "Planning" proposes that by 2025, the total output of new energy vehicles in Heilongjiang Province will reach 100,000 vehicles, and strive to achieve a main business income of 45 billion yuan in the whole industry chain. Breakthroughs have been made in key technologies for new energy vehicles, cultivating 10 specialized and specialized new small and medium-sized enterprises, implementing a number of major technical research projects, and striving to introduce 10 high-quality enterprises in the new energy automobile industry chain.

At present, there are a number of vehicle manufacturing and parts supporting enterprises in our province, and a preliminary development pattern of automobile industry with the backbone enterprises of the whole vehicle as the main body and the power system and supporting parts as the two wings has been initially constructed. Overall, the new energy automobile industry in our province, supported by the traditional automobile industry, will enter a stage of rapid development. By the end of 2021, the number of new energy vehicles in the province reached 28,850, an increase of 28.74% year-on-year.

In the "Planning", it is proposed that our province will implement the core technology research project of new energy vehicles, focusing on new technology research such as modular high-performance vehicle platform, integrated design of pure electric vehicle chassis, low-energy self-heat preservation technology for vehicles in extremely cold environments, and multi-energy power system integration. Strengthen the consistency and stability research in the production process of graphite materials, and promote the application of graphene conductive agents in high-energy density power lithium batteries. Breakthrough in key technologies such as high-efficiency engines and high-efficiency generators, and tackle special engines and range extender systems for range extenders with small size, low specific fuel consumption and high comprehensive efficiency.

In terms of industrial agglomeration development, the province will focus on creating a new energy vehicle and parts industry development belt with Harbin and Daqing as the core, and create a number of new energy vehicle and parts brands with high visibility and reputation. In the new energy vehicle production capacity revitalization project, relying on Longhua Automobile, Tonglian Bus, Longjiang Bus and other new energy bus manufacturers, strengthen technological transformation, and develop new energy buses with high safety, strong reliability and long mileage. In the whole zero collaborative promotion project, support Harbin Allred Company, Daqing Yitai Semiconductor Materials Co., Ltd., Harbin Keyou Semiconductor and other enterprises to further improve the size, performance, yield rate and other key indicators of semiconductor materials.

At the same time, the province will also implement the new energy vehicle infrastructure improvement project, accelerate the construction and transformation of charging infrastructure in the highway service area, and promote the construction of charging infrastructure along national highways and provincial highways. It is estimated that by 2025, a total of 25,000 charging piles of various types will be built in the province. Support Harbin, Daqing and other cities to declare pilot cities for the coordinated development of national smart city infrastructure and intelligent networked vehicles.

In terms of the spatial layout of the new energy automobile industry, our province will gradually form a new form of professional, collaborative and linkage new energy automobile industry layout of "one belt, two wings and multiple parks". "One belt to lead" is to build a new energy vehicle and parts industry development belt with Harbin, Daqing, Qiqihar, Mudanjiang, Suihua and other places as the core; "two-wing coordination" is to take the power battery anode material industry agglomeration area and the new energy vehicle cold testing industry agglomeration area as the two wings, with Hegang, Jixi, Harbin, Qitaihe and other cities as the core, aiming at the direction of power battery anode materials and graphene conductive agents, gathering technological innovation talents, and gradually expanding and extending downstream; "multi-park support" It is to focus on the development zones (parks) and characteristic towns in the province that have the advantages of the development of the new energy automobile industry, and cultivate the formation of new energy automobile industry bases with their own unique competitive advantages.
