In 1653 (the tenth year of Shunzhi), the Qing government considered Ningguta to be an important town outside the border and should be appointed to guard the town. "Ordering the Blue Banner Ofe Zhangjing Shaerhuda to be the NingguTa Ang Bang Zhangjing Town Shouning Guta Place" and Shengjing (present-day Shenyang) Ang Bang Zhangjing jointly managed the affairs of the northeast.

These so-called "thief guns" are flintlock guns that are still fresh in East Asia. This battle is also known as the "Luochan Conquest" by The Korean historical sources ("Luochan", or "Luochan", or "Luocha", "Yuche", "Laocha", "Laoqiang", "Chehan", is a contemptuous translation of the name of "Rus" in the early Qing Dynasty).

By 1660, Sharhuda's son Bahai led his troops to track down the remnants of Stepanov in Boli, annihilating more than 180 of them, thus eliminating the Cossacks in the lower reaches of the Heilongjiang River.

In 1662 (the first year of the Kangxi Dynasty), the Qing government changed the name of Ningguta Angbang Zhangjing to a general of Zhenshou Ningguta and other places, referred to as Ningguta General. This general's mansion was the headquarters of the Qing government that later operated the Sanjiang Plain, the area outside the lower reaches of the Heilongjiang River, and the Sakhalin Island area.

Therefore, although Ningguta was in the rear of Manchuria, in fact, in the Qianlong era in which the Miao people lived, even the "armored" soldiers, many of them were descendants of Yunnan people (Wu Sangui's old department) and Fujian people (Zheng Zhilong Zheng Chenggong Zheng Jing's subordinates), and the number of authentic Manchurians was not as good as the former.

Criminals sent to Ninguta are generally sent for a period of 10 years, and then the government examines the actual performance of the criminals, and if they can repent and rehabilitate, change evil and follow good, and are willing to return to their original hometowns, they are allowed to return home. But if sentenced to life imprisonment, he will never be allowed to enter the customs unless the emperor specifically approves it.

But in fact, Ningguta City is located in the northern section of Changbai Mountain, yumai Laoye Ridge, next to the Jingpo Lake, Mudanjiang as a dependency, the climate can also be affected by the sea of Japan warm and humid airflow, the landform is relatively flat, and even the Jingpo Lake water because of the effect of geothermal heat, but also slightly warm (I have personally experienced, you want to experience can also try it in the summer).

In order to enable the prisoners to support themselves, the supervisor also distributes seeds to them during spring ploughing. Some people even miss life there after returning home from Ninguta.

For example, in the Shunzhi Dynasty, the Jiangnan scholar Wu Zhaoqian was once given Ningguta for the sake of handing over white scrolls, and later after being pardoned and returned to his hometown, before he died, he said to his son: "I want to shoot with Ru at the foot of the White Mountain, fish for the carp and songhua river, bring back to the offering, pick new mushrooms by hand, and pay Rumu to make soup to accompany dinner. ”
