Cancel purchase restrictions, improve charging facilities, and the new energy automobile industry will welcome new opportunities for development

The rise of the new energy automobile industry has driven the overall development of the automobile industry in 2021. On January 24, the State Council issued the "14th Five-Year Plan for Energy Conservation and Emission Reduction Comprehensive Work Plan" and proposed that by 2025, the sales volume of new energy vehicles and new vehicles will reach about 20% of the total sales of new vehicles.

At the beginning of the new year, the national level has frequently made a heavy fist, issuing a number of policies from the aspects of overall industrial upgrading, follow-up facility construction, product quality improvement, etc., injecting new momentum into the sustained and rapid development of the new energy automobile industry.

Cancel purchase restrictions and upgrade technical thresholds

On January 25, the Ministry of Industry and Information Technology (hereinafter referred to as the "Ministry of Industry and Information Technology") issued an announcement that it is necessary to adapt to the development and technological progress of energy-saving and new energy automobile industries, combined with the "Technical Conditions for Plug-in Hybrid Electric Passenger Vehicles" and other standards, the Ministry of Industry and Information Technology, the Ministry of Finance, and the State Administration of Taxation recently announced the adjustment of energy-saving and new energy vehicle product technical requirements that enjoy preferential vehicle and vessel tax.

The more important thing in the announcement is to update the fuel consumption limit standards for energy-saving passenger cars, light commercial vehicles and heavy commercial vehicles in Cai Shui [2018] No. 74 document; and to adjust the relevant technical requirements for plug-in hybrid (including extender) passenger cars in Cai Shui [2018] No. 74, including: Plug-in hybrid (including range extender) passenger cars Pure electric mileage should meet the conditional equivalent all-electric mileage of not less than 43 kilometers, The fuel consumption of the plug-in hybrid (including extender) passenger car power retention mode test (fuel consumption excluding electric energy conversion) should be less than 70% compared with the corresponding fuel consumption limit of the passenger car fuel consumption limit (GB 19578-2021); the electric energy consumption of the power consumption mode test should be less than 135% of the target value of electric energy consumption. According to the different quality of the kerb (m, kg), the target value (Y) of the 100 km of electric energy consumption should meet the following requirements: when m≤ 1000, Y = 0.0112×m + 0.4; 1000.

After the announcement is issued, the technical requirements of the newly applied energy-saving and new energy vehicle models that enjoy the preferential policy of vehicle and vessel tax shall be implemented in accordance with the provisions of this announcement, and those that meet the conditions shall be included in the new "Catalogue of Energy-Saving And New Energy Vehicle Models Enjoying Preferential Vehicle and Vessel Tax Reduction and Reduction".

With the new energy automobile industry in an all-round way, all subdivisions are developing at a high speed, plug-in hybrid vehicles have also become the main growth sector, china automobile association data show that in December 2021 alone, plug-in hybrid vehicle production and sales of 84,000 units and 82,000 units, respectively, an increase of 1.6 times and 1.2 times year-on-year. Raising the technical entry threshold for subdivided models will help the overall industry to evolve to a higher level.

Industry insiders admitted to the "China Times" reporter: "The continuous progress of new energy technology and intelligent development has put forward more requirements for new energy vehicles. The state attaches great importance to the development of new energy vehicle technology, and now technology improvement and quality have become the main 'merger items' of new energy vehicle companies. The proposal of the announcement also releases that the future development of the new energy industry will pay more attention to the high-quality development of technologies such as improving the economy and mileage of new energy vehicles to ensure that new energy vehicles can fully improve their competitiveness. ”

In terms of promoting the consumption of new energy vehicles, on January 21, the National Development and Reform Commission (hereinafter referred to as the "National Development and Reform Commission") and seven other departments issued the Implementation Plan for Promoting Green Consumption (hereinafter referred to as the "Plan"). The "Plan" clearly states that vigorously promote new energy vehicles, gradually cancel the restrictions on the purchase of new energy vehicles in various places, promote the implementation of support policies such as free travel restrictions and right of way, strengthen the construction of supporting infrastructure such as charging and replacing, new energy storage, and hydrogenation, and actively promote the development of LNG for vehicles and vessels; promote the pilot application of new energy vehicles to replace electricity, and orderly carry out demonstration applications of fuel cell vehicles; carry out in-depth activities for new energy vehicles going to the countryside, encourage automobile enterprises to develop and promote research and development that meets the travel needs of rural residents, with high quality and low price. Advanced and applicable new energy vehicles will promote and improve the rural operation and maintenance service system, and reasonably guide consumers to purchase lightweight, miniaturized and low-emission passenger cars.

Wang Bin, deputy director of the Department of Consumption Promotion of the Ministry of Commerce, said: "Promoting the green development of automobile consumption is an important part of comprehensively promoting green consumption. In 2021, the sales scale of the mainland automobile market has ranked first in the world for 13 consecutive years, the number of cars has exceeded 300 million, and automobile consumption accounts for more than 1/10 of the total social zero. Therefore, promoting the green development of automobile consumption is conducive to promoting the reduction of emissions and carbon reduction in the whole life cycle of automobiles, and is conducive to comprehensively promoting the green and low-carbon upgrading of consumption. ”

Promote the development of infrastructure construction such as charging and power exchange

In addition to upgrading the technical threshold of the industry and promoting consumption, there are also policy preferences in the construction of charging infrastructure. On January 10, the National Development and Reform Commission, the National Energy Administration and other departments jointly issued the Implementation Opinions of the National Development and Reform Commission and Other Departments on Further Improving the Service Guarantee Capacity of Electric Vehicle Charging Infrastructure (No. 53 [2022] of the National Development and Reform Commission) (hereinafter referred to as the "Implementation Opinions"). The "Implementation Opinions" proposes that by the end of the "14th Five-Year Plan", the charging guarantee capacity of electric vehicles in the mainland will be further improved, and a moderately advanced, balanced layout, intelligent and efficient charging infrastructure system will be formed, which can meet the charging needs of more than 20 million electric vehicles.

The "Implementation Opinions" also specifically proposes to strengthen the innovation and standard support of charging and replacing technology. Accelerate the formulation and promotion and application of high-power charging standards, strengthen cross-industry collaboration, and promote collaborative upgrading of all parties in the industry. Promote the research and development of new technologies such as wireless charging and automatic unmanned charging. Promote the formation of unified power exchange standards in major application areas, and improve the safety, reliability and economy of power exchange modes. Improve the data interaction standards between new energy vehicle batteries and charging facilities.

The above-mentioned industry insiders pointed out: "It is not difficult to see that although the industry is still in the stage of policy support, with the maturity of technology and market, the infrastructure construction of charging piles has begun to develop with high quality, and the continuous improvement of various facilities such as charging piles will also press the 'acceleration button' for the popularization of new energy vehicles." "Under the guidance of the policy, all kinds of capital are also accelerating the layout, and technology giants Huawei and Ali have run into the charging pile, which will undoubtedly bring technological innovation to the field of charging piles."

The above-mentioned "Plan" also mentions that it will promote the application of the power exchange mode, and the promotion of multiple policies means that its outlet has arrived. According to the conservative forecast of AVIC Securities, the number of substations in the mainland will be more than 20,000 in 2025. AVIC Securities pointed out that with the gradual recognition of the power exchange model, a number of enterprises have carried out the research and development and layout of the power exchange mode. Just on January 18, the power battery leader Ningde era also officially entered the power exchange market, in the context of policy support and the influx of many enterprises, Soochow Securities Research said that the power exchange industry or will usher in the first year of volume this year.

"In the ever-changing environment of automobile development, cars are not only a means of transportation, but also given more attributes. Supporting infrastructure construction applications related to new energy vehicles, such as charging piles, power stations, new energy storage, and hydrogenation, will also increase significantly. Companies are also developing new photovoltaic charging piles to achieve two-way power exchange between electric vehicles and the power grid to balance the load of the grid. Auto analyst Zhang Xiang said.

Xiangcai Securities analysis believes that looking forward to 2022, it is expected that the high growth of global new energy vehicle sales is expected to continue, new energy vehicles will still be a popular track that attracts the attention of investors, and valuation is difficult to see a sharp decline; on the other hand, it is expected that China's new energy vehicle sales will grow by 42% in 2022. This means that the new energy automobile industry will continue to progress. The frequent national policies have given certain support to new energy vehicle companies to consolidate and expand hard-won development achievements, which is understandable. But only rely on the guidance and promotion of policies is definitely not enough, behind the promotion also means higher development standards, for car companies, more and more need to face the specific problems in the development of the new energy automobile industry, at any time can not relax, practice "internal strength".
