Notice of temporary traffic management measures

In order to ensure the normal operation of traffic during the Beijing 2022 Winter Olympic and Paralympic Winter Games, according to the Decision of the Standing Committee of the Beijing Municipal People's Congress on Authorizing the Municipal People's Government to Provide Temporary Administrative Measures for ensuring the preparation and holding of the Winter Olympic Games, the Municipal Government has decided to adopt temporary traffic management measures from January 21 to March 16, 2022. The relevant matters are hereby notified as follows:

1. From January 21 to March 16, 2022, motor vehicles driving on the road shall comply with the regulations on the passage of the Olympic lanes, and the relevant provisions shall be implemented in accordance with the Notice on matters related to the establishment of Olympic lanes in Beijing during the 2022 Winter Olympic and Paralympic Games.

2. On January 29 and January 30, 2022, the traffic management measures for the area of traffic restriction during peak hours on weekdays will be implemented, and the tail numbers (including temporary number plates) of motor vehicles that are restricted on January 29 (Saturday) will be 2 and 7, and the tail numbers (including temporary number plates) of motor vehicle license plates (including temporary number plates) on January 30 (Sunday) will be 3 and 8.

3. From 0:00 on January 30, 2022 to 24:00 on February 20, 2022, and from 0:00 on March 1 to 24:00 on March 13, 2022, except for trucks transporting fresh agricultural products and production necessities, trucks from other provinces, autonomous regions, and municipalities will bypass the roads of provinces and cities around Beijing. If it is truly necessary to enter Beijing, after applying for a permit to enter Beijing, pass in accordance with the provisions of the permit.

5. From January 21 to March 16, 2022, in addition to trucks transporting meat, eggs, vegetables and milk, the Jingli Expressway (Sixth Ring Road to the city boundary) is prohibited from passing trucks with a load mass of 4 tons (not included) or more in both directions, the Beijing-Tibet Expressway (city boundary to Yingchengzi overpass) is prohibited from passing trucks with an approved load mass of 4 tons (not included) or more throughout the day, and the Beijing-Tibet Expressway (sixth ring road to the city boundary) is prohibited from passing in the direction of Beijing from 6 o'clock to 24 o'clock every day.

6. From 0:00 on January 30, 2022 to 24:00 on February 20, 2022, in addition to ensuring the operation of the city, it is forbidden to transport construction waste, slag, sand and other vehicles on the roads within the administrative area of the city.

7. From January 21 to March 16, 2022, when the air pollution process is predicted to occur and strengthened measures need to be taken, in accordance with the requirements of regional joint prevention and control, in addition to ensuring the normal operation of the city, the winter Olympic and Paralympic Games needs of vehicles, public transportation, new energy vehicles, other motor vehicles according to the tail number of the license plate to implement a single number single day, double number double day driving, the city's party and government organs at all levels, enterprises and institutions official vehicles stopped driving 80%; in addition to involving events, people's livelihood protection, emergency rescue, medium and heavy fuel (gas) Trucks are not allowed on the road.

VIII. Where the provisions of this Circular are violated, the Municipal Public Security Traffic Management Department shall handle it in accordance with law.
