In order to quickly break out of the encirclement, in April 1938, the Jidong Provincial Committee of the Communist Party of China decided to carry out the Second Route Army of the Northeast Anti-Japanese Coalition Army to carry out a western expedition. On July 12, under the leadership of Li Yanping, commander of the Fourth Army of the Second Route Army, and Wang Guangyu, deputy commander of the Second Route Army, the Western Expeditionary Force captured the town of Loushan in the northeast of Weihe County, killing and wounding more than 140 Japanese puppet troops and capturing a large number of supplies.
After the battle of Loushan Town, the Japanese army mobilized its troops to encircle and intercept the troops of the Western Expedition. The 4th and 5th Armies of the Northeast Anti-Japanese Coalition went through several tosses to get rid of the predicament, but they were still surrounded and blocked by the Japanese army many times, and many anti-coalition fighters were sacrificed.
