The Tesla Model 3/Y is under investigation in Canada

Due to the potential safety hazards of the Heating Air Conditioning System (HVAC) when operating in cold weather climates, the Tesla Model 3 and Model Y are currently under the "Problem Assessment Survey" conducted by Transport Canada. So far, Transport Canada has received 16 complaints from multiple Canadian owners about Tesla's Model 3 and Model Y heating and air conditioning systems, involving the "performance of HVAC systems in cold weather conditions" of both models.

The complaint prompted Transport Canada to launch a "problem assessment investigation" to allow time to further evaluate the details of the complaint and "better understand how the warm air conditioning works in cold climates". It is reported that the investigation is not a recall of the relevant vehicles, and transport Canada is mainly concerned about the potential difficulties involving vehicles in windshield defogging and defrosting, which in turn may affect the visibility of drivers.

Transport Canada is part of a government organization that "sets the regulations, policies and services for Road, Rail, Sea and Air Transport in Canada". Under Canada's Motor Vehicle Safety Act, automakers must notify Transport Canada and all Canadian car owners of any defect that may result in reduced driver or passenger safety. Transport Canada has already contacted Tesla, which expects to roll out potential bug fixes through over-the-air software updates sometime in the near future. "Tesla takes this cold weather very seriously, is very concerned about the safety of drivers, and will definitely prioritize this issue." A Tesla technician said.

Transport Canada's last explicit recall of Tesla vehicles was on December 21, 2021, involving Model 3 parking cameras for models 2018, 2019 and 2020, because the harness design could be disruptive. The same recall was also issued in global markets such as the United States and China.

There have been various reports over the past week that some Tesla owners in Canada and Alaska have also experienced problems with their heat pump systems. Tesla pioneered the introduction of a heating pump on the Model 3 at the end of 2020 to help improve the efficiency of electric vehicles in cold weather, and traditional heater core designs have the problem of mileage loss in response to winter climates.
