Export developing countries, Shanxi second-hand heavy trucks "eat popular"

It's been over, and the weather is getting colder. In the Shanxi Xingdaewoo Vehicle Import and Export Distribution Center, a busy scene. This is a second-hand car export pilot enterprise in our city, which purchases used cars from all over the country, carries out a series of renovations here, and then exports them overseas after being renovated.

Since December 2020, our city has been approved as a national pilot city for the export of used cars, and has actively and steadily promoted it. By the end of 2021, the city will export 27 used cars with a total amount of 154,000 US dollars, and the export direction will be Mongolia, the Central African Republic, Laos, Nigeria, Cameroon and so on.

Breakthrough of zero

From the finalization of the pilot enterprises to the first batch of second-hand car exports, the city took less than two months and achieved a breakthrough of zero.

As an approved pilot city, the city has reported 10 pilot enterprises. After selection and publicity, at the beginning of April last year, five pilot enterprises were identified by the Ministry of Commerce, namely: Shanxi Daewoo Automobile Trading Co., Ltd., Shanxi International Economic and Technical Cooperation Co., Ltd., Huayuan Land Port Cross-border E-commerce Co., Ltd., Shanxi Wanguo Automobile Trade Service Park Co., Ltd., and Shanxi Xinjinshang Automobile Import and Export Co., Ltd.

The five companies have been engaged in automobile trade for a long time, so they organized the supply of used cars for the whole country and began to export. On June 30 last year, the first batch of 10 used tractors with a total amount of 306,000 yuan were successfully declared by Shanxi Daewoo Automobile Trading Co., Ltd. for export to Mongolia, achieving a breakthrough of zero second-hand car export business in our city. Yang Zelin, chairman of Daewoo Auto Trade, introduced that these second-hand cars were purchased from Baotou in Inner Mongolia, Lanzhou in Gansu, Wuzhong in Ningxia and other places, and coordinated by Jinyang Customs to successfully declare customs.

As the head of the car company, Yang Zelin often participates in various domestic and international activities, and in recent years, he has the idea of exporting used cars. Two construction machinery cranes exported to Cambodia the year before, because the enterprises themselves have no qualifications, can only use enterprises in other pilot cities to export. "Now that we have qualifications, the cost has been reduced accordingly." In order to promote the second-hand car export business, Yang Zelin invested in the construction of a second-hand car import and export distribution center in Jinzhong, which initially has a full set of functions such as vehicle assessment, storage, formalities transfer, domestic sales, and export.

Heavy trucks are dominant

Based on the development of the mining industry in the province, the large demand for trucks, the large number of second-hand heavy-duty trucks, and the high elimination rate, our province has determined the characteristics of mine and engineering carriers as the export characteristics of used vehicles, and Cameroon, Malawi and Zambia as the direction of export implementation, with points and areas, and accelerate the radiation of the entire African market. At present, the models exported are tractors, as well as some heavy trucks, minivans, cars, etc.

Motor vehicles have to be changed in less than 10 years, and some are just over 6 years because they need to be tested on the shelves, simply replace them with new cars. The export of second-hand cars can not only improve the speed of vehicle replacement and expand the consumption of new cars, but also reduce the number of scrapped cars dismantled, which is conducive to reducing environmental pressure. As a large coal province, the demand for trucks in our province is large, the number of second-hand trucks is large, the elimination rate is high, and the inventory of industrial and mining vehicles that have stopped operating is large. If these scrapped cars are exported to some countries in demand through professional maintenance, warranty, traceability and other services, they can continue to play a role.

Carrying out second-hand car exports is one of the innovative businesses of the current stable foreign trade work, which is conducive to promoting the upgrading of automobile consumption and promoting the healthy development of the automobile industry. Several relevant people from pilot enterprises said that in accordance with the principle of "comprehensive, efficient and responsible", they will continue to improve the internal and external management and operation system of the enterprise, complete the construction of the export operation system, and better help the second-hand car to "go global".

Accelerate to set sail

"At present, we are preparing to establish the Taiyuan Used Car Export Industry Association, and plan to hold a used car export summit forum in our city this year, hoping to help each other through mutual help between the same industry and also 'learn from the experience' of the outside world to promote the rapid development of the second-hand car export business in our province." Yang Zelin introduced that Daewoo Auto Trade will speed up the establishment of its own channels, place orders through overseas agents, purchase in China, and accelerate the construction of cross-border e-commerce platform system.

"We will form alliances with relevant companies to expand the coverage of overseas markets and build bases overseas." The relevant person in charge of Wanguo Auto Trade said that in the past, only domestic sales were done, and the first attempt at the end of last year was successfully exported to Laos. "It's exciting, it's meaningful." At present, it is mainly for the export of commercial used cars, and in the next step, Wanguo Auto Trade will turn to passenger used car exports, targeting Central Asia, Africa, Southeast Asia and other regions.

The city is also beginning to introduce new policies to help enterprises develop and accelerate the export of used cars. At present, the city is stepping up the formulation of the "Municipal Foreign Trade and Economic Development Special Fund (Second-hand Car Export Business Development) Project Declaration Guidelines", from the target incentives, freight subsidies, financing discounts and other aspects, to the enterprise's second-hand car export business in 2021 to make corresponding subsidies. The "Shanxi Province's "14th Five-Year Plan" and "Belt and Road" Open Economic Development and The Construction Plan for Opening Up to the Outside World" proposes that by 2025, taiyuan will have more than 20 pilot enterprises for the export of used cars, and the export volume will reach 2,000 units. Not long ago, the signing of the RCEP agreement also brought new opportunities for the export of used cars in our city, and countries along the "Belt and Road", including ASEAN, are expected to become a potential market for used car exports.
