In order to strengthen the management and standardization of used car export enterprises and promote the orderly development of Haikou used car export business, on December 20, the Haikou Municipal Bureau of Commerce formulated and issued the "Administrative Measures for Used Car Export Enterprises in Haikou City" (hereinafter referred to as the "Measures"). According to the Measures, the second-hand car export business in Haikou Implements the Enterprise Pilot Access System, and the relevant enterprises should carry out business within 6 months after obtaining the pilot qualification. Enterprises that have not achieved export performance for 12 consecutive months and fail to meet the relevant requirements for 2 consecutive years will be disqualified from the pilot.
It is understood that second-hand car export enterprises (hereinafter referred to as "export enterprises") refer to pilot enterprises registered within the scope of Haikou City, selected through review and selected and reported to the Ministry of Commerce, and the specific management department is the Haikou Municipal Bureau of Commerce. According to the Measures, the paid-up capital of export enterprises is not less than 10 million yuan or has corresponding net assets, has a strong ability to integrate foreign trade and used car sources, has been engaged in second-hand car business for no less than 3 years, and has an annual second-hand car trading volume of more than 1,000 vehicles. At the same time, the relevant enterprises must also have the right to import and export operations, and the enterprise or enterprise investor should have overseas trade channels and overseas self-owned outlets with stable operation.
The "Measures" require that export enterprises should carry out second-hand car export business within 6 months after being identified as pilot units, establish overseas sales networks, after-sales service networks, and auto parts supply systems within 9 months, and reach a certain scale of second-hand car exports within 3 years.
In terms of specific export business, after the export enterprise acquires the vehicle in China, it should go through the registration procedures for the second-hand car transaction in accordance with the law, and within 2 months after the customs clearance procedures for the second-hand car, apply for deregistration with the public security traffic management department of the place where the motor vehicle is registered with the customs declaration form and relevant certification certificates.
In order to gradually enhance the market awareness and influence of Haikou's second-hand automobile exports, the Measures require export enterprises to formulate reasonable market plans and establish an overseas maintenance spare parts supply system corresponding to the export brand and quantity. Through self-built after-sales service network, cooperation with overseas high-quality dealers and after-sales channel providers, training of overseas after-sales maintenance personnel, etc., we will ensure the supply of spare parts and after-sales service for export vehicles, and strive to cultivate the international competitiveness of used cars with quality, brand and service as the core. If the relevant export enterprises have no second-hand car export performance for 12 consecutive months, fail to meet the relevant requirements for 2 consecutive years or have serious untrustworthy behavior during the pilot period, and fail to make truthful declarations in accordance with customs regulations and the circumstances are serious, they will be disqualified from the pilot.
