Promoting the high-quality implementation of RCEP requires multi-departmental and multi-field cooperation, and it is also a comprehensive work with strong professionalism, wide coverage and high attention.

"RCEP members account for about 30% of Guangzhou's total import and export volume, and imports account for 45%, making it Guangzhou's largest trading partner." Liu Qing, deputy director of the Foreign Trade Development Department of the Guangzhou Municipal Bureau of Commerce (presiding over the work) and a third-level researcher, said that in 2022, the implementation of RCEP is expected to bring more than 20 billion yuan in import and export increments to Guangzhou; after full implementation, it will bring import and export increments of more than 50 billion yuan.

In order to promote the high-quality implementation of RCEP, the Guangzhou Council for the Promotion of International Trade took the lead in issuing a certificate of origin under the RCEP, and recently formulated the "Guangzhou Council for the Promotion of International Trade to Promote the High-quality Implementation of RCEP Action Plan", proposing 11 measures to benefit enterprises; Guangzhou Customs has formulated a publicity training and support program for enterprises to help enterprises know the rules of origin and make full use of the tariff concession policy.

Help foreign trade enterprises seize the opportunity of RCEP

The Regional Comprehensive Economic Partnership (RCEP) is the largest and most important free trade agreement negotiation in the Asia-Pacific region. Since its official signing on November 15, 2020, RCEP has become the world's most populous, diverse and dynamic free trade zone.

The Guangzhou Municipal Bureau of Commerce pointed out that Guangzhou's imports to Japan, South Korea and ASEAN have a large incremental space, of which Japan and South Korea are the first echelon and have the greatest import potential; ASEAN Indonesia, Malaysia, Thailand and Vietnam also have greater import potential.

In terms of foreign trade commodities, it is expected that the import of mechanical and electrical, vehicles and parts, chemicals and other products will increase the largest, and Japan and South Korea will be the main import source countries for the above commodities; the export of machinery and electronic products will increase the most, and the main export countries are Malaysia, Vietnam, Indonesia and Thailand.

Guangzhou Municipal Bureau of Commerce plans to implement the "234+N" RCEP multi-dimensional service initiative to help foreign trade enterprises seize RCEP opportunities. Specifically, the "2" online and offline integration of RCEP theme policy publicity meetings, the "3" RCEP member countries online brand exhibition, the use of the "4" import and export agglomeration platform and the "N" field member states series of economic and trade cooperation promotion meetings will be held.

Recently, the Guangzhou Council for the Promotion of International Trade has formulated the Action Plan for promoting the high-quality implementation of RCEP by the Guangzhou Council for the Promotion of International Trade, proposing 11 measures to benefit enterprises, such as strengthening the promotion of RCEP rules and providing training for enterprises, to further promote the high-quality implementation of RCEP.

"We will dock with the China Council for the Promotion of International Trade Free Trade Agreement Service Network, release the latest RCEP information and cases in a timely manner through the official website of the city's trade promotion system and WeChat public account, and actively participate in the compilation and distribution of the RCEP Business Application Guide, the RCEP Agriculture-related Preferential Policies 100 Questions, and the RCEP Interpretation and Applicable Electronic Guide, so that enterprises can truly understand and use it." Liu Zewu, member of the party group and deputy director of the Guangzhou Council for the Promotion of International Trade, said.

In addition, the Guangzhou Municipal Council for the Promotion of International Trade will make overall plans for the training plan of the city's trade promotion system, adopt diversified methods such as enterprise publicity, exchange and discussion, online and offline, and carry out personalized enterprise training on professional knowledge such as rules of origin, tariff concessions, legal risk prevention, economic and trade friction response, and intellectual property services.

"After the RCEP officially came into effect on January 1, 2022, Guangzhou Customs will smooth the contact channels of customs enterprises, do a good job in publicizing the RCEP policy, collect and deal with the problems reflected by enterprises, guide enterprises to make reasonable and standardized declarations, and ensure the smooth implementation of RCEP." Qiu Liang, deputy director of the Customs And Tariff Department of Guangzhou Customs, pointed out.

As of recent days, Guangzhou Customs has issued a total of 177 preferential certificates of origin under RCEP, with a value of about 60.913 million yuan, and enterprises have declared to Guangzhou Customs to import goods under RCEP of 425,000 yuan.

Make good use of RCEP dividends to accurately replenish the strong chain

The Guangzhou Municipal Council for the Promotion of International Trade will carry out accurate investment promotion in the industrial chain, promote the "group going to the sea" of the four major industrial alliances of Guangzhou automobiles, motorcycles, home appliances and FMCG, give play to the "chain master" driving effect of the fashion industry, further absorb small and medium-sized enterprises into the whole industrial chain, promote the complementary and in-depth integration of the industrial chain between Guangzhou enterprises and RCEP member states, and optimize and improve the level of the industrial chain supply chain in Guangzhou.

"We will strengthen the linkage mechanism in urban areas, provide enterprises with 'one-stop', 'electronic' and 'independent printing' visa services by smoothing government-enterprise communication channels, optimizing the visa process, and strengthening legal services, and at the same time vigorously promote the "Special Research Report on the Legal Environment of Intellectual Property Rights in RCEP Member States" and the "Compliance Guidelines for RCEP Member States" compiled and issued by the China Council for the Promotion of International Trade to strengthen the international operation capabilities of enterprises." Liu Zewu mentioned.

Liu Zewu said, "The Guangzhou Municipal Council for the Promotion of International Trade will strengthen business cooperation and information sharing with the Municipal Bureau of Commerce, the Nansha Free Trade Zone, Guangzhou Customs, Sinosure Guangdong Branch and the Japan External Trade Agency, and promote the formation of a RCEP implementation pattern with top-down linkage and complementary advantages in Guangzhou." ”

As one of the three major free trade zones in Guangdong, the Nansha Pilot Free Trade Zone has accumulated 762 institutional innovation achievements since its listing, and has copied and promoted 43, 119 and 218 institutional innovation experiences at the national, provincial and municipal levels, with obvious breakthrough results, laying a solid foundation for benchmarking higher standards of international economic and trade rules, further deepening reform and expanding opening up.

In 2020, the trade volume between Nansha and RCEP member countries reached 87.52 billion yuan, accounting for more than 40% of Nansha's foreign trade, and from January to November 2021, the total import and export volume of Nansha to RCEP member countries totaled 89 billion yuan, an increase of 11% year-on-year. As of 2021, the Nansha Port Area has opened 135 foreign trade routes, and 125 foreign trade routes with RCEP member countries.

On January 17, Nansha issued the "Nansha Free Trade Area Benchmarking RCEP CPTPP Further Deepening Reform and Expanding Opening-up Pilot Measures", focusing on six major areas such as free trade facilitation, investment freedom and convenience, factor flow facilitation, financial services, competition policy and green development, and proposing 17 pilot measures.

Wei Min, member of the Standing Committee of the Nansha District CPC Committee and executive deputy governor of Nansha District, explained that Nansha will improve customs clearance and logistics efficiency by simplifying customs procedures, innovating customs supervision models, improving the level of port informatization and automation, and will also explore relaxing the restrictions on market access for foreign investment in the service industry by simplifying customs procedures, innovating customs supervision models, improving the level of port informatization and automation, and will also explore the relaxation of market access restrictions for foreign investment in the service industry.

Since January 1, Guangzhou Customs has identified 14 approved exporters, and the relevant approved exporters have issued a total of 11 declarations of origin, involving a value of about 6.722 million yuan. In the future, if the majority of import and export enterprises want to fully enjoy the policy benefits brought by RCEP, they need to strengthen the study of the text and provisions of the RCEP agreement, and fully grasp the tariff concessions and rules of origin.
