Hangzhou: The zoo implements a dual access control system for the import and export of dangerous animal cages

Hangzhou, 9 Feb (Xinhua) -- In order to further improve the zoo management mechanism and promote the safe and standardized operation of zoos, the General Office of the Hangzhou Municipal Government recently issued the "Implementation Opinions on Further Strengthening and Standardizing the Management of Zoos", clarifying the division of responsibilities, strengthening daily supervision and management, and stipulating the implementation of a dual access control system for the import and export of dangerous animal cages.

In recent years, zoo animal escapes, unnatural deaths, injuries and other incidents have occurred from time to time, bringing hidden dangers to wildlife protection and social public safety, resulting in adverse social impacts. In particular, the "Golden Leopard Flight Incident" that occurred in April 2021 has aroused widespread concern among the public.

The implementation opinions stipulate that the owner unit of the zoo is the main body responsible for the management of the zoo, and the municipal department level is coordinated by the municipal garden administrative department for the management of the zoo in the administrative region of the city, and the government of the jurisdiction where the zoo is located (including the management committee of the West Lake Scenic Area) assumes the responsibility for territorial management. Zoo owners should use digital and information means to strengthen the digital management of the zoo in accordance with the technical regulations for the management of the zoo, especially to strengthen the construction of safety protection video, infrared monitoring and alarm systems in animal cages, exhibition areas, tour areas and other areas, strengthen the digital management of stored animals, and encourage the exploration and application of digital tracking and positioning methods for birds of prey and beasts of prey to improve the level of daily management.

The implementation opinions pointed out that the zoo owner unit should establish a safety management work mechanism and norms with the main responsible person in charge, and implement safety management measures. At the same time, to ensure the safety management of capital investment, dangerous animal cage exit and import should adopt a dual access control system; dangerous animal fence space should be adapted to the number of animals, cage area should provide a separate entrance and exit, and install 24-hour monitoring equipment; when using electronic access control, its design and installation should ensure that all electronically controlled doors will be automatically closed when the access control fails; the design scheme of man-machine parallel operation posts should ensure that in the event of human error in the field operation process, it can be corrected by automatic control equipment in time. Automatic control equipment can be controlled by personnel in time when the failure occurs.
