After three years as commander of the Volunteer Army, Yang Yong, who returned from the Korean battlefield, took over his post and became a full-time deputy chief, successively assisting Huang Kecheng and Luo Ruiqing in the work of chiefs of the general staff.
In 1965, he temporarily took over Luo Ruiqing's job and was assigned to serve as acting director. At first, he felt that he was incompetent and wanted to make hyun, but in the end he was not approved.
