In November 1948, with the total annihilation of Huang Baitao's corps at Nianzhuang, the first phase of the Huaihai Campaign was also announced, and after that, hundreds of thousands of Nationalist troops stationed in the Xuzhou area began to panic, because Xuzhou had become an isolated city, and if it continued to hold out, sooner or later it would end up with the same fate as Huang Baitao.
