On May 10, 2024, the Management Committee of Ganhe Industrial Park issued a blue warning for cooling and precipitation according to the Xining Meteorological Bureau, and Wang Tianhu, deputy director, led the park flood control office and the person in charge of the park's rivers and geological hidden danger points to carry out "before, during and after the rain" inspection and inspection work on five mountainside enterprises, including Hongyuan Gas Co., Ltd., Juxin Logistics Co., Ltd., Xinbang Cable Co., Ltd., Xinhao Aluminum Co., Ltd., and Zhongguan Jiajie Environmental Protection Technology Co., Ltd.
During the inspection, Deputy Director Wang Tianhu pointed out that this year's flood season is 0.5~1.2 °C higher than in previous years, the precipitation in Huangzhong is 10% more, and the precipitation is unevenly distributed, which is prone to meteorological disasters such as torrential rain and floods, thunder and hail, high temperatures, and droughts. The risk of secondary disasters such as local heavy rainstorm floods, mountain floods, and small and medium-sized river floods caused by heavy precipitation is high.
Deputy Director Wang Tianhu emphasized that the main flood season in 2024 (June to August) is approaching, and all member units and enterprises of the flood control and drought relief headquarters in the park should strengthen prevention in advance to ensure safe flooding. First, the Prevention and Command Office will carry out extreme weather risk analysis and consultation mechanisms in a timely manner, strengthen scientific command and scheduling, coordinate in advance, strengthen joint consultation, research and judgment and departmental coordination and linkage, and release early warning information as soon as possible. Second, the responsible departments and responsible persons of geological hidden danger points should pay close attention to weather changes, especially need to prevent geological disasters that may be caused by overlapping areas of heavy precipitation, and effectively avoid or reduce disaster losses. Third, the relevant responsible departments and enterprises should make arrangements and strong investigations as soon as possible, and do a good job in the safety inspection of waterlogging-prone areas, mountain floods and geological disaster hidden danger areas, and low-lying areas in the park. Fourth, all enterprises should strictly implement the main responsibility of the responsible person, organize personnel to scientifically formulate a "one-page" plan for flood prevention and "one map" for transfer and avoidance in accordance with the requirements of the provincial and municipal flood control work conferences, and be sure to organize a relevant drill before the flood season. Fifth, the relevant responsible departments and enterprises strictly implement 24-hour on-duty scheduling, continue to strengthen the early warning and inspection work of "before, during and after the rain", and continue to pay close attention to key risk and hidden danger areas.
