The meeting stressed that water conservancy departments at all levels should strengthen risk forecasting, dynamically adjust early warning thresholds, make full use of the monitoring and early warning system to release early warning information in a timely manner, implement the "call and response" measures for disaster early warning, extensively carry out emergency drills for evacuation and evacuation, comprehensively review and timely revise and improve the defense plan, and firmly grasp the initiative in flash flood defense.
At the same time, water conservancy departments at all levels should coordinate non-engineering measures and engineering measures for the prevention and control of flash floods, and comprehensively investigate and rectify the hidden dangers of flash floods. Accelerate the construction of rain measurement radars, rain gauge stations, and on-site monitoring and early warning equipment to monitor and forecast the "three lines of defense" of flash flood disaster rainwater monitoring, and establish and improve a multi-stage progressive early warning system of "forecast and early warning, monitoring and early warning, and on-site early warning".
