The Ministry of Water Resources announced the list of persons responsible for large and medium-sized reservoir risk removal and reinforcement projects in 2024

In order to implement the spirit of the "Notice of the General Office of the State Council on Effectively Strengthening the Management and Protection of Reservoirs for Risk Removal and Reinforcement" (hereinafter referred to as the "Notice"), in accordance with the relevant provisions of the "Regulations on the Safety Management of Reservoirs and Dams", and according to the reports from various localities, the list of persons responsible for 650 large and medium-sized reservoir risk removal and reinforcement projects is hereby announced. Among them, there are 61 projects that have been strengthened but have not yet been completed and accepted before the issuance of the Notice, 175 projects that have not yet been completed and accepted among the 256 large and medium-sized reservoirs specified in the Notice (5 no longer implement risk removal and reinforcement), and 414 new large and medium-sized reservoir risk removal and reinforcement projects.

All responsible units and responsible persons shall, in accordance with their duties, accelerate the implementation of the risk removal and reinforcement project to ensure that the annual goals and tasks are completed on schedule. For projects that have not yet been set up as legal persons, it is necessary to get a good grasp of the completion of the formation; for projects that have already been approved for investment but have not yet started construction, they should start construction as soon as possible; for projects under construction, it is necessary to standardize the organization and implementation of construction to ensure the quality and safety of the projects; and for completed projects, it is necessary to organize the completion and acceptance of projects in a timely manner. It is necessary to consolidate the responsibility for safe flood control, formulate flood relief plans and emergency plans for floods exceeding standards, and implement measures for safe flood relief to ensure flood safety.

In the event of a change in the responsible person or a new large and medium-sized reservoir risk removal and reinforcement project in the future, please update the list of responsible persons in a timely manner and report to the Water Conservancy Engineering Construction Department of the Ministry of Water Resources. At the same time, all localities should also establish a responsibility system for all parties involved in the construction, implement the responsible units and responsible persons, and announce them in an appropriate manner to accept social supervision.
