On 9 May, Tibet's Pazi Water Conservancy Project and its supporting irrigation area project were cut off, making it the highest-altitude major water conservancy project at the national level currently under construction on the mainland.

The Pazi Water Conservancy Project and supporting irrigation areas is one of the 150 major water-saving and water-supply projects identified by the State Council, and is also the first major water conservancy project to be newly started in Tibet during the 14th Five-Year Plan.

After the completion of the project, it can improve the irrigation guarantee rate of the irrigation area downstream of the reservoir, effectively alleviate the problem of spring drought and winter drought and water shortage in the irrigation area, basically solve the problem of electricity shortage in five counties of Shigatse City in winter, and provide reliable and high-quality drinking water sources to Angren County.

Recently, with the sealing of the last grouting hole at the top of the dam, the curtain grouting construction of the Huangzang Temple Water Conservancy Hub in Heihe has been completed, marking another phase of achievements in the Huangzang Temple Water Conservancy Project and providing a solid foundation for the dam to store water for power generation.

The Huangzangsi water conservancy project is one of the 172 major water conservancy projects for water conservation and water supply determined by the State Council, and the curtain grouting project is an important part of it, which is composed of EL2631 grouting hole, EL2587 grouting corridor, EL2540 grouting corridor and EL2519 grouting corridor, with a total grouting construction of more than 24,000 meters.

During the May Day holiday, the construction personnel of the major national water conservancy project and the key project of Hunan Province, Loudi Meishan Irrigation District, adhered to the front line, worked in the rain, and worked intensively to ensure the smooth progress of the construction period. At the site of the permanent construction and maintenance of the branch tunnel in the head tunnel of Meishan Irrigation District, more than 30 construction personnel are all on the post, and the tunnel face is being cleaned and drainage-saving construction. A raw material processing plant, electricity and sewage facilities, and site enclosure construction will be built in preparation for tunnel excavation in May.

The permanent construction and maintenance of the first tunnel in the Meishan Irrigation District of Loudi includes tunnel excavation, initial support and tunnel lining concrete, etc., which will be constructed by drilling and blasting method. The main function is to provide ventilation, slag removal and post-maintenance services for the head tunnel. The project officially started construction on April 26, and tunnel excavation is planned for the end of May, and the concrete lining will be completed on May 30, 2026.
