Flood prevention and rescue are strongly guarded
However, Lijiayan is also a place where it rains for more than 100 days a year.
If a reservoir is built here, once it encounters an over-standard flood, it will affect the construction period, and it may also break the embankment, seriously affecting the safety of the lives and property of the people downstream.
In August 2020, a number of heavy rainstorms struck, and flood control construction ushered in a big test. The builders are all waiting for the city.
In fact, as early as half a year ago, Chengdu Environmental Group Lijiayan Development Co., Ltd. made arrangements for flood prevention drills: "We must be prepared to be safe."
The project department immediately organized the flat push construction site to carry out a pre-flood safety inspection.
The inspectors climbed the slope and walked along the working faces of the reservoir abutment, the factory building behind the dam, the spillway, the upstream cofferdam, the water intake, etc., and inspected the geological stability of the surrounding accommodation and living camps of the construction personnel, the interception of both sides of the construction road, the drainage ditch, the stability of the internal and external slopes, and the flood control facilities such as diversion nullahs and reinforced gabion slope protection and flood control material reserves.
There is "hardware" for flood control, and the cofferdam filling was completed ahead of schedule.
On May 17, 2020, Lijiayan Reservoir completed the cofferdam filling construction node target ahead of schedule, providing necessary conditions for "preventing early floods and preventing heavy floods", and also providing guarantees for the safe construction of foundation pits in the next step.
The local government attaches great importance to it, and leaders at all levels have visited the construction site many times for research and guidance. In August 2020, the area to which the Lijiayan Reservoir belongs was affected by heavy rainfall and issued rainstorm warnings 19 times.

On August 17, the heavy rain poured, the water level of the Wenjing River continued to rise, the cadres and workers of the project department were on standby, and the Communist Party members and Communist Youth League members took turns to observe the water level on the cofferdam in the rain.
In the early morning of August 18, the water level in front of the cofferdam reached an elevation of 693 meters, which is a five-year occurrence. The project department activated the level IV emergency response, and the party member commando team commanded the construction machinery to open the channel from the spillway to the upstream cofferdam to prepare for the landfill of sandbags. The youth commando team organized the evacuation of all personnel and equipment in the construction area downstream of the cofferdam. The technical support group, alert and evacuation group, material support group, and emergency rescue commando team headed by party members and party activists will arrive at the designated place within 20 minutes to assemble and standby. According to the rising water level, if the water level continues to rise to an elevation of 704.3 meters, it will happen once in 20 years, and the local government will be notified to start the evacuation of residents in the flood-affected areas of Huaiyuan Town and Yuantong Town downstream of the reservoir.
At 02:27, the water level in front of the weir rose to an elevation of 693.5 meters, at 03:00, the water level in front of the weir rose to an elevation of 693.7 meters, and at 03:28, the water level rose to an elevation of 693.85 meters...... All flood and rescue personnel are still on standby.
At 05:28, the water level in front of the cofferdam was 694.05 meters above sea level, and the water level showed a downward trend. All personnel secretly breathed a sigh of relief.
At 8:35 a.m., the emergency response was lifted, and the Wenjing River finally returned to calm. Everyone stayed on the site for 13 hours and stayed up all night.
On August 30, heavy rain continued in the upper reaches of the Wenjing River, and the water level rose by about 1.2 meters in 40 minutes. In the early morning of August 31, the elevation of the five-year flood was exceeded again, and the water level of the Bailey Bridge in front of the diversion tunnel reached 695.5 meters at 7:30 a.m.
The construction cofferdam has no water seepage and no abnormality, and has once again withstood the test of flooding.
When the flood passes, hurry up the construction. "Our goal remains the same, the task is not reduced, the standard is not lowered, it is not 'striving', it is 'must be completed'". As the "granary" of the dam filling, the Xujia trough stockyard has complex geological conditions, and there are interlayers, and the stripping is relatively large, and the stockyard is prone to unbalanced mining. Some material transportation roads need to share the tourist road through the dam area, and the transportation distance of the dam in the Xujiachu yard is about 18.8 kilometers, and the road slope is large and there are many curves, and the road traffic directly affects the filling efficiency of the stone dam. The mining elevation range is large, and the slope stability is also the key factor restricting the mining of the stockyard. Simultaneous mining of useful materials and useless materials in the material yard, simultaneous construction of multiple working faces in partitions and steps, more working faces in the site, more excavation and transportation and drilling and blasting equipment, more connecting roads between steps, more blasting frequency, blasting methods and blasting parameters of various stones are important factors restricting the mining of the material yard; At the same time, safety control and the special microclimate of the stockyard area are also indirect factors affecting the stockyard mining.
