In recent years, Jishishan County has taken the development and expansion of the village-level collective economy as the hard task of rural revitalization, actively explored effective ways to diversify the development of the village-level collective economy, and strived to transform resource advantages into development advantages, with the average village income reaching 417,400 yuan in 2023, and 88.3% of villages with an annual income of more than 50,000 yuan.
Adhere to the leadership of the organization and aggregate the vitality of collective economic development and growth. 33 county-level leading cadres took the lead in demonstrating and driving the relevant departments directly under the county and members of the township team to go deep into the 145 party branch work contact points to coordinate and solve the difficulties in village-level development. The "Implementation Plan for Strengthening Party Building and Leading the Development and Growth of a New Rural Collective Economy in Jishishan County" was formulated, and 108 village party organization secretaries were promoted to serve as the heads of village-level collective economic organizations and cooperatives, and 8 village party organization secretaries were to establish and lead professional farmer cooperatives, giving full play to the political functions and organizational advantages of rural grassroots party organizations. Establish a mechanism for the study and discussion of village-level collective economic matters by village party organizations, strictly implement the "four discussions and two openness" work method, and strengthen democratic supervision. Adhere to the requirements of "one township (town) one plan, one village one plan", prepare a five-year development plan for the village-level collective economy, and realize the "step-by-step" promotion of the development of the village-level collective economy.
Encourage bold innovation and broaden the channels for collective economic development and growth. Actively guide the new village-level collective economic organizations to lead the establishment of business entities, and create characteristic industries of "one village, one product" and "multiple villages, one product". Implement the development model of "party building + collective economy", make use of the resource endowment and development advantages of the village, fully revitalize the rural collective assets and resource elements, integrate farmers into the industry, and drive the masses to increase their income and get rich. Encourage village-level collective economic organizations to integrate the concept of enterprise operation into the development of village-level collective economy, and promote the market-oriented operation of the collective economy by employing professional managers and introducing a team with strength, understanding of rural areas and good management. Give full play to the advantages of "group" assistance, based on the "five" ministerial-level industries (edible fungi, potato, rape, beef cattle yak, meat sheep) and 2 county-level industries (pepper, walnut), focus on tackling 20 technical bottlenecks, help 220 local talents, carry out 50 trainings for 2,000 people, teach industrial technology to 260 people, introduce 32 new potato varieties and 3 new rape varieties, and establish 1 new rapeseed variety and new technology test demonstration base.
Pay attention to incentives and supervision, and strengthen the driving force for the development and growth of the collective economy. Formulate the "Guiding Opinions on the Distribution of Village-level Collective Economic Benefits in Jishishan County (Trial)", adhere to the principles of benefit determination and distribution, scientific, reasonable and legal, democratic decision-making, and incentives to promote development, standardize income distribution, safeguard the legitimate rights and interests of collective economic members, and enhance the endogenous driving force for the development of collective economy. Conscientiously implement the "Implementation Measures for Encouraging Village Cadres to Develop and Strengthen the Village-level Collective Economy in Jishishan County (Trial)", implement the linkage between the performance remuneration of village cadres and the income of collective economic development and the effectiveness of linking agriculture with agriculture, and extract a certain proportion from the net increase in the operating income of the village-level collective economy in the current year to issue rewards and remuneration for village cadres, so as to mobilize the enthusiasm and initiative of developing the collective economy. We will further promote the multiplication plan of the village-level collective economy, establish a dispatch and notification mechanism, rank the collective economy at the township and village level every quarter, and report it once every six months. Further improve the "Rural Collective Economic Organization Asset Management System" and "Village Collective Economic Organization Financial Management System", and strengthen the standardized operation of the rural collective assets supervision and management information platform.
