The Ministry of Transport, together with relevant departments, will study and improve relevant policies and measures such as incentives for the promotion and application of new energy vehicles in urban transportation, and the convenience of logistics and distribution in new energy cities.

In summarizing the past achievements, Director General Tsai Tuanjie said that during the "13th Five-Year Plan" period, the transportation industry has become the main force in the promotion and application of commercial vehicles in the field of public services. By the end of the "13th Five-Year Plan" period, the transportation industry had promoted and applied more than 1 million new energy vehicles, significantly exceeding the original target of 600,000 vehicles. Among them, the number of new energy buses, urban logistics distribution vehicles and cruise taxis reached 470,000, 430,000 and 130,000 respectively.

And in the next stage, the transportation industry will play an important role in the promotion and application of new energy vehicles. In the "14th Five-Year Development Plan for Comprehensive Transport Services" and the "14th Five-Year Development Plan for Green Transportation" issued by the Ministry of Transport in 2021, it is clearly stated that by the end of 2025, the proportion of new energy vehicles in the field of urban buses, taxis, logistics and distribution will reach 72%, 35% and 20% respectively.

Although there are clear tasks, the life of the enterprise is not good. Taking new energy buses as an example, since the peak of terminal sales data in 2016, sales in the past five years have shown a significant downward trend year by year. In 2017 and 2018, it fell by 13% year-on-year, 16% in 2019, 22% in 2020, 20% in 2021, and only 40% of new energy bus sales in 2021.

Yutong Bus said in its 2021 annual report that the bus industry belongs to a weak cycle industry, and the total amount of the industry not only depends on the total amount of residents traveling and travel structure, but also affected by national and local policies. During the reporting period, due to the repeated epidemics, changes in new energy subsidy policies, and the triple pressure of domestic economic development facing demand contraction, supply shock, and expected weakening, the total demand for the domestic large and medium-sized bus industry fell by 15.31% year-on-year.

For the industry as a whole is the decline in market sales, and the reason behind it is the decline in demand, the main demand mode of new energy buses is the bus company in various places, and the procurement of urban bus vehicles is usually carried out by local governments in installments or financing methods, and the budget of the local finance has an impact on the operating conditions of the bus company. At present, subsidies have been greatly reduced, and then affected by the epidemic, simple policy guidance is obviously not enough for local governments to come up with sufficient financial budgets to respond.

Director Cai Tuanjie clearly pointed out that the new energy bus operation subsidy policy expires, and it is urgent to study and continue the relevant support policies. These new issues require the joint efforts of the government, society, enterprises, industry associations and experts to continuously promote the solution.

He also mentioned the work that the Ministry of Transport is carrying out or will carry out to further promote the promotion and application of new energy vehicles in the transportation industry.

First, led by the vision of the double carbon target, we will further accelerate the improvement of the policy standard system. Promote the comprehensive green and low-carbon transformation of transportation services, accelerate the renewal and elimination of high-emission operating vehicles, increase policy support for operation, passage, parking, charging, etc., accelerate the planning and layout and construction of infrastructure such as charging and replacing, hydrogenation, etc., and establish and improve the maintenance standard system for new energy vehicles. At the same time, accelerate the establishment and improvement of the monitoring, reporting and verification system for energy consumption and carbon emissions in the field of transportation services, and study the establishment of a carbon emission reduction assessment and assessment system for the transportation industry, a management performance incentive system and an incentive mechanism for energy efficiency leaders of transport enterprises.

The second is to implement the requirements of building a strong transportation country and further give play to the leading role of demonstration projects. The promotion and application of new energy vehicles will be integrated into the pilot project of the construction of a transportation power, and the demonstration and creation of national public transport cities, green travel creation actions, and urban green freight distribution will be further promoted, and during the "14th Five-Year Plan" period, about 50 cities will be selected to carry out the creation of national public transport cities, focusing on the creation of about 100 green travel cities, and orderly construction of about 100 urban green freight distribution demonstration projects. Continue to carry out the "endurance project" of green travel and accelerate the construction of charging networks. By giving play to the leading role of demonstration projects, encourage all localities to comprehensively implement policies, improve the level of green travel equipment, and promote urban buses, taxis, and urban logistics distribution to gradually achieve new energy substitution.

The third is to strengthen departmental coordination and cooperation and further build a new pattern for the development of new energy vehicles. Work with relevant departments to study and improve relevant policies and measures such as incentives for the promotion and application of new energy vehicles in urban transportation, and the convenience of logistics and distribution in new energy cities. Cooperate with relevant departments to accelerate the construction of charging and replacing infrastructure, improve the recycling system of power battery recycling, cascade utilization and re-recycling, and strengthen the coordination and cooperation between transportation enterprises and vehicle production enterprises, so that transportation enterprises prefer to buy and use with confidence. At the same time, we will strengthen vehicle operation monitoring, continue to track the development of automatic driving, promote the deep integration and coordinated development of transportation, information and energy, and jointly build a new pattern for the development of new energy vehicles.
