Li Shufu, a deputy to the National People's Congress and chairman of Geely Holding Group, brought two proposals this year, "Suggestions on Promoting the Application of Methanol Vehicles to Help Carbon Neutrality in the Transportation Sector" and "Suggestions on Increasing the Construction of Electric Vehicle Replacement System".
In the proposal of "Suggestions on Promoting the Application of Methanol Vehicles to Help Carbon Neutrality in the Transportation Field", Deputy Li Shufu proposed to comprehensively promote the application of methanol vehicles, incorporate methanol vehicles into the development system and management scope of new energy vehicles, give methanol vehicles the same policy support as new energy vehicles, drive more enterprises to invest in the research and development of methanol vehicles, and accelerate the realization of carbon neutrality in the transportation field.
In view of the current problems in the promotion of electric vehicles, Deputy Li Shufu suggested in the "Suggestions on Increasing the Construction of electric Vehicle Replacement System" that the relevant provisions on the construction of substations, high and low pressure box changes, land and construction approval should be accelerated, and they should be included in the national market management standard system. It is recommended that the government open up resource access and support for public parking lots, effectively and reasonably optimize the allocation of land resources, optimize the approval process for high-voltage new installation (capacity increase) of power exchange projects, implement the requirements for compressing the time limit for application, open up multiple households at one site, and accelerate the construction cycle.
In addition, Deputy Li Shufu also suggested that the relevant policies and regulations on power-changing models should be further improved, the announcement regulations of power-swapping models should be optimized, and an exclusive announcement and certification system for power-swapping models should be established to form a separate certification of vehicles and batteries under the separation of vehicles and electricity. At the same time, we will further improve the national traceability system for new energy vehicles, and optimize the adaptation of vehicle-to-electricity separation mode (such as vehicle-to-electricity separation insurance).
He pointed out that the power exchange mode needs to be standardized and generalized. Promote the standardization of software and hardware protocols for power exchange interfaces, preset 2-3 technically advanced interface forms to formulate recommended standards; standardize the mechanism, form and compatibility of power exchange stations, so that technologically advanced power exchange stations can be given priority recommendations; promote the standardization of power exchange battery packs, so that power exchange battery packs can truly be interchanged between different car companies, different power stations and different users.

In terms of charging infrastructure suggestions, Representative Lei Jun said that in order to cope with the problem of charging anxiety of new energy vehicles, charging piles are the basic guarantee for the high-quality development of the new energy automobile industry, so promoting the development of high-power fast charging will become an important development direction at present and for a period of time in the future.
Representative Lei Jun pointed out in the proposal of fast charging piles that at present, fast charging accounts for only 40% of public charging piles in the mainland, at the same time, the problems of low power, slow charging speed, and long queuing time are still prominent, which restricts the development of the current new energy automobile industry at some level.
In this regard, Lei Jun put forward three suggestions: strengthen policy guidance, promote a unified high-power fast charging network planning layout (technical standards and communication standards, etc.); set up a national innovation cooperation platform, formulate advanced goals for high-power charging technology, strengthen the joint research of upstream core technologies; strengthen construction service guarantees, and increase investment and subsidies in construction, operation and transformation, and promote the popularization of high-power charging infrastructure.
In the proposal to build a carbon footprint accounting system, Representative Lei Jun said that the need to establish and improve the carbon footprint accounting system is urgent, which will support the accurate management, accounting, certification and verification of carbon footprints, and help the realization of the "double carbon" goal of the mainland new energy automobile industry.
Deputy Lei Jun pointed out that the low-carbon development of new energy vehicles has become a key winner and loser of global competition in the automotive industry under the trade system of global carbon peaking, carbon neutrality targets and EU carbon tariffs. For the new energy automobile industry, a complete, clear and accurate carbon footprint accounting system is the premise and foundation for development.
Representative Lei Jun put forward four suggestions for this purpose: establish a systematic carbon footprint management system to guide the low-carbon development of the new energy automobile industry as a whole; formulate carbon footprint accounting standards and methods for the whole industrial chain of new energy vehicles; establish a new energy vehicle carbon footprint industry data platform; and improve the carbon footprint certification, rating and incentive mechanism.

Two of them relate to the automotive industry. Focus on autonomous driving and alleviating road congestion through intelligent transportation, respectively.
In the proposal of "Autonomous Driving Unmanned Policy Innovation", member Li Yanhong pointed out that unmanned driving is becoming the commanding heights of global autonomous driving technology and industrial competition. The mainland has now entered the critical period of autonomous driving, and technology has led the world. However, there are policy bottlenecks in technology and industry that are incompatible with their development. This requires corresponding breakthroughs that stimulate innovation in the field.
Member Robin Li put forward three suggestions for this purpose: guide and support local governments to introduce policies, clearly support unmanned vehicles without safety personnel on the road, and create a pilot zone for the manned operation policy of all unmanned autonomous vehicles; accelerate the revision and implementation of the "Road Safety Traffic Law" to lay a national legal foundation for accelerating the large-scale commercial use and unmanned use of autonomous vehicles; moderately advance the construction of intelligent transportation infrastructure, give play to the remote control advantages of 5G, and achieve a significant improvement in traffic efficiency and safety through vehicle-road coordination. Cooperate with industry associations, universities, scientific research institutions and leading enterprises to accelerate the development of carbon emission reduction benefits, and conduct evaluation standard research. Formulate quantitative calculation rules for intelligent transportation to help carbon emission reduction, so that the originally difficult to evaluate the benefits of intelligent transportation to help carbon emission reduction become quantifiable, statistical and evaluatable; carry out pilot individual carbon credit incentive system. Wang Fengying, deputy to the National People's Congress and president of Great Wall Motors, put forward three proposals and suggestions on the high-quality development of China's automobile industry this year, namely "Suggestions on Promoting the Utilization Rate of China's Automobile Industry", "Suggestions on Promoting the Application of Thermal Runaway Protection Technology for Power Batteries", and "Suggestions on Promoting the Rapid Development of China's Automotive Grade Chip Industry".
Focus on the improvement and optimization of capacity utilization, the promotion of battery safety technology, and the rapid development of domestic vehicle-grade chips.
For the fierce competition in the automobile market, the utilization of production capacity shows a stronger and stronger trend. Wang Fengying suggested that we should give full play to the advantages of regional agglomeration, make full use of existing production capacity, and make the domestic automobile industry bigger and stronger; coordinate idle production capacity, encourage mergers and acquisitions, and accelerate the construction of smart factories. At present, there are still some problems in the promotion of thermal runaway protection technology for power batteries, which is not conducive to the healthy development of the new energy automobile industry. Wang Fengying suggested that we strengthen the top-level design, promote the application of thermal runaway protection technology for power batteries, boost it to become an essential configuration for new energy vehicles to leave the factory, and gradually configure power battery thermal runaway protection technology for existing new energy vehicles.
With the support of policies, China's chip industry has made continuous breakthroughs in recent years and achieved remarkable results in key areas. Affected by the epidemic and other factors, there is a shortage of chip supply. At present, the layout of the mainland vehicle-grade chip industry is not perfect. Wang Fengying suggested that in the short term, we should give priority to solving the problem of "lack of core", improve the industrial layout in the medium term, and achieve independent control. At the same time, we will build a long-term mechanism for the introduction and training of industrial talents to achieve sustainable development.
