First, is it illegal to send a child privately?
Although privately raising children is formally, it satisfies the adoption and adoption needs of some families who are unable to raise children and some couples who cannot have normal births. However, it should be noted that it is illegal to send a child privately. According to Article 1093 of the Civil Code, an adopted child shall be an orphan under the age of 18, an abandoned baby or child whose biological parents cannot find his or her biological parents, or whose biological parents have special difficulties and are unable to support their children. The identity of an adopted child can only be queried through adoption registration centres or child welfare agencies.
In other words, it is illegal for individuals to publish adoption information through the Internet, or to set up a website for this purpose. Parents must perform the responsibility of custody of their children, and the abandonment of children in serious circumstances constitutes the crime of abandonment. Second, under what circumstances can the child be sent for adoption

3. What certificate must be issued for the adoption of the child

Where the biological parents are the adopters, they shall submit an agreement signed with the local family planning department that does not violate the provisions on family planning; where there are special difficulties and they are unable to raise their children, they shall also submit a certificate issued by their unit, villagers' committee, or residents' committee that the adopter has special difficulties. Among them, where a spouse is unilaterally adopted because of widowhood or the whereabouts of one party is unknown, proof of the death or whereabouts of the spouse shall also be submitted; where the child is adopted by a collateral blood relative of the same generation within three generations, a certificate of kinship with the adopter issued by the public security organ or notarized shall also be submitted.
